CONSIDERATION: As at places like NASA, the Military, or Deep State, many agencies are departmentalized so that their tasks are delegated seperately -- they don't necessarily know what others are doing.

People in government (as well as out of government to be fair) sell themselves out for very little. There are also such things as "Non-Disclosure Agreements."

And when compensation of keeping one's job, extra money, position, power doesn't work, other motivating factors do: Like various threats (that also extend to family members), blackmail, framing, ostracizing...and if all else fails, "accidents."

Beyond this...
