Trump doesn't need to clarify. Just let the media elite continue to try and defend their support of the current administration's policies.

"Effectiveness" is what the American People demand from a candidate. Trump's point is not effective; he could have stated, "the 0bama administration has given ISIS a pass" since it has grown all over the world. The blood baths are too numerous to identify at this tyme."
