I hear are, not aren't. She no doubt meant to say aren't but she apparently short circuited. I do not hear aren't, even when it is slowed down.

I hear her say ""we are going to raise taxes on the middle class," and the audience applauds. Her pre-written remarks were intended to say "aren't," but that is not what I hear. I guess the audience instinctively knew what she meant and assumed that meaning, and applauded.
