Officials declined to release the video, and Bill Bratton said it was "much too early" to say whether shooting was justified

NEW YORK — A security videotape shows an unarmed motorist exiting his car at a stoplight and leaning into the vehicle of an off-duty officer before the officer shot and killed him in a road-rage incident, a law enforcement official who viewed it said Tuesday.

The video has emerged as key evidence in a review by the New York Police Department and the state attorney general's office into the shooting of Delrawn Small early Monday

Officer Wayne Issacs was placed on administrative leave pending the outcome of the investigation, police said. While investigators were certain the killing of Small was the result of a traffic dispute and suspect he accosted the patrolman, police Commissioner William Bratton has called it "much, much too early" to say whether it was justified.

Police said the incident unfolded shortly after Isaacs ended his shift at a Brooklyn precinct and drove away in his civilian clothes. It wasn't unusual that he was armed: The NYPD allows off-duty officers to carry weapons and to take police action if they encounter criminal activity.

Police say a woman who was riding with Small and their two children, ages 5 months and 14 years, told investigators that he became enraged after he thought the officer cut him off, then followed the officer's car to the stoplight despite her pleas to calm down and let it go. They say there was no was back and forth that would have made Isaacs aware that he was being pursued or that Small knew he was an officer.

The video shows Small walking around the front of the officer's car and leaning through the driver's window, the official said. Small then "nearly instantaneously" stumbles back and ends up collapsing behind the officer's vehicle as it lurches forward, the official said

As described by the official, the tape contradicts a news report quoting a man claiming he saw Isaacs get out of his car and shoot Small. Investigators believe Small had punched Isaacs with the officer still seated behind the wheel before the officer fired three times, leaving behind shell cases found inside the car

Police have declined to release the video. The official, who wasn't authorized to publicly discuss it, spoke on the condition of anonymity

After the shooting, the woman in Small's car started to drive away with her children before returning to the scene, police said. Isaacs, who waited until patrol officers arrived, was taken to a hospital for treatment of minor injuries, they said.

State Assemblyman Charles Barron said Tuesday that he was working with Small's family to demand that authorities hold the officer accountable. The Brooklyn Democrat and frequent NYPD critic said the officer should have taken steps to defuse the situation with warnings or simply by driving away.

"Even if there was a punch, there's no justification — zero — for the use of deadly force," Barron said.

The police union that represents Isaacs declined to comment on Tuesday.

The Black Lies Matters filth will shit themselves in anger when the gun in his waistband, that he was reaching for, is made public. Another reason to for the urban zoo filth to act like anarchist terrorist. Now, it's way to early to speculate either way... so I'll state right here and now, if this convicted sex offender career criminal pile of shit didn't have a gun are try to reach for the officers gun, then I hope they fry these two officers.

Until I learn more, I will not form opinion or pass judgment. However with the violent history this day and time of of someone walking up to a cop’s vehicle and shooting him….if I were the officer just getting off duty and some guy with an attitude who gave no indication of something being wrong walked up and stuck his face aggressively in the window of my vehicle, then I would have to assume that he knew I was a cop and had followed me from the station and was about to reach for a gun to kill me. I will wait to see if this was the case here.

A Brooklyn man was shot dead by an off-duty cop during a road-rage incident in Brooklyn early Monday, authorities said. The confrontation between Delrawn Small and NYPD Officer Wayne Isaacs, both 37, unfolded at around midnight on Atlantic Avenue in East New York.

Small had turned from a side street onto Atlantic and became furious because he believed that Isaacs had cut him off. Small allegedly chased the officer, who was wearing civilian clothing, about seven blocks along Atlantic Avenue until both men stopped at a traffic light at Bradford Street, with a taxi between them.

When the cabby pulled away, Small — who was traveling with his girlfriend, Zaquanna Albert, 35, their 5-month old son and one of Albert’s teenage daughters — allegedly jumped out of his car and charged over to Isaacs.

Police source said Small began punching Isaacs through the driver’s open window.

Issacs, who was heading home after a 4 p.m.-to-midnight shift at the 79th Precinct in Bedford-Stuyvesant, pulled out his service weapon from underneath a white T-shirt and opened fire, sources said.

The three-year NYPD veteran let go three rounds, two of which hit Small in the head and chest, sources said. He died at the scene.

Small, 37, had a long rap sheet listing 19 arrests, sources said.

He served three prison terms between 1996 and 2010, for attempted robbery, attempted drug sale to an undercover cop, and a stabbing.

A police source said that Albert told cops that her boyfriend had a hair- trigger temper, had downed three drinks at a barbecue before the incident and ignored her warning not to get out of his car.

She also told cops that Isaacs exited from his car before opening fire. But spent shell casings were found inside his vehicle, raising questions about her version of events, sources said.

“The officer was being assaulted and there was no opportunity for him to de- escalate the situation when someone ran across the street and attacked him. He’s a victim, trapped in his vehicle,” one police source said.

After the shooting, Albert drove a short distance away, apparently to protect the children and to park the car, which had been blocking traffic, according to other police sources and also her lawyer.

NYPD Commissioner Bill Bratton wouldn’t say if he thought the shooting was justified. “It’s too early to determine what transpired . . . before, during and then after the incident,” Bratton told reporters during an afternoon news conference on Randall’s Island.

The NYPD is investigating the shooting with the state Attorney General’s Office under an executive order signed last year by Gov. Cuomo that named AG Eric Schneiderman special prosecutor for all police killings of unarmed civilians, Bratton said.

Schneiderman’s office said it’s in contact with the NYPD, Small’s family and community leaders.

Last year, the city paid out $20,000 to settle a racially charged suit in which Isaacs and another officer were accused of beating a man who one of the cops allegedly called a “n—-r” on July 6, 2014, court records show.

Small’s adoptive mother, Geraldine Dempsey, blasted Isaacs, saying, “My son didn’t have a gun. It didn’t have to go that far. Whatever happened, I don’t know, but he didn’t have to grab his gun and shoot him in the head.” Albert posted on Facebook, “Words can’t begin to explain the pain I feel right now.’’

Scientific studies show, you are less likely to live like a career criminal if you get SHOT. Nature did its job... after the criminal shitbird gave the off duty officer the justification to send one less welfare check out.

Assuming the second article is correct, that seems to be the case here.
Some people are born ignorant and their condition worsens with time.
The cop will probably be cleared and Black Lives Matter will have another hissy fit that a "BRO" was shot.

Raising questions? No. She lied to the cops during an investigation. Throw her black ass in jail.

Her false statement -- like "Hands up, don't shoot" -- could very well lead to riots, property damage, and injuries. She should be arrested if simply to discourage this type of dangerous lying in the future.
