BP Oil Spill: Against Gov. Jindal's Wishes, Crude-Sucking Barges Stopped by Coast Guard

Eight days ago, Louisiana Gov. Bobby Jindal ordered barges to begin vacuuming crude oil out of his state's oil-soaked waters. Today, against the governor's wishes, those barges sat idle, even as more oil flowed toward the Louisiana shore.

"It's the most frustrating thing," the Republican governor said today in Buras, La. "Literally, yesterday morning we found out that they were halting all of these barges."

Sixteen barges sat stationary today, although they were sucking up thousands of gallons of BP's oil as recently as Tuesday. Workers in hazmat suits and gas masks pumped the oil out of the Louisiana waters and into steel tanks. It was a homegrown idea that seemed to be effective at collecting the thick gunk.

"These barges work. You've seen them work. You've seen them suck oil out of the water," said Jindal.

Coast Guard Orders Barges to Stop

So why stop now?

"The Coast Guard came and shut them down," Jindal said. "You got men on the barges in the oil, and they have been told by the Coast Guard, 'Cease and desist. Stop sucking up that oil.'"

A Coast Guard representative told ABC News today that it shares the same goal as the governor.

"We are all in this together. The enemy is the oil," said Coast Guard Lt. Cmdr. Dan Lauer.

But the Coast Guard ordered the stoppage because of reasons that Jindal found frustrating. The Coast Guard needed to confirm that there were fire extinguishers and life vests on board, and then it had trouble contacting the people who built the barges.

Louisiana Governor Couldn't Overrule Coast Guard

The governor said he didn't have the authority to overrule the Coast Guard's decision, though he said he tried to reach the White House to raise his concerns.

"They promised us they were going to get it done as quickly as possible," he said. But "every time you talk to someone different at the Coast Guard, you get a different answer."

After Jindal strenuously made his case, the barges finally got the go-ahead today to return to the Gulf and get back to work, after more than 24 hours of sitting idle.

Fifty-nine days into the crisis, it still can be tough to figure out who is in charge in Louisiana, and the problem appears to be the same in other Gulf Coast states.

In Alabama today, Gov. Bob Riley said that he's had problems with the Coast Guard, too.

Riley, R-Ala., asked the Coast Guard to find ocean boom tall enough to handle strong waves and protect his shoreline.

he Coast Guard went all the way to Bahrain to find it, but when it came time to deploy it?

"It was picked up and moved to Louisiana," Riley said today.

The governor said the problem is there's still no single person giving a "yes" or "no." While the Gulf Coast governors have developed plans with the Coast Guard's command center in the Gulf, things begin to shift when other agencies start weighing in, like the Environmental Protection Agency and the U.S. Fish and Wildlife Service.

"It's like this huge committee down there," Riley said, "and every decision that we try to implement, any one person on that committee has absolute veto power."

I coudn't agree more, it is a typical Big Government cluster fuck. Out in Arizona, there are thousands of acres of 'public' land Americans are being told they cannot visit anymore because of the 'enviromental impact', but it's wide open for drug-runners and smugglers to trample all over and cross into the US...go figure.

The complaint seems to be that the government isn't doing enough. There seems to be a shortage of definitions as to what "enough" is.

The only entity that should be criticized is BP. The had a cavalier attitude about safety - as their CEO admitted today - their plan for dealing with a disaster was grossly inadequate and at every point where they had a chance to tell the truth or lie, they lied.

The government has been on this from day one even tho the responsibility is BP's. If they cannot handle it, seize the company and its assets and start spending what needs to be spent to bring this to an end.

Like Neil Cavuto said today: "These DC hearings are not hearings, they're lectures...BP's Tony Hayward was a Pinata on Capital Hill today...at least Tony acknowledged he botched it, but not a word from Tony's tormenters that they let him botch it. BP's Tony Hayward was a Pinata on Capital Hill today...at least Tony acknowledged he botched it, but not a word from Tony's tormenters that they let him botch it.

I know that since this disaster has happened, many of the best and brightest from the national laboratories and private industry have been tasked with helping to come up with solutions. But, there's a problem: TIME.

Nothing like this has ever happened before and there was no strategy to deal with it. At some point, we'll all have to grapple with the fact that we're allowing technologies to be employed for which we have no fail-safe measures if a worst-case scenario occurs.

The design/build plans these companies submit have to stipulate how a well will be drilled, constructed, and tested. There are safety measures included, but not a scenario addressing a catastrophic disaster. Because of the relative safe record for offshore drilling, this wasn't seen as mandatory. Well, here we are.

BTW, when I say that they submit design/build plans, I mean that companies PROMISE to act according to these plans and to take all appropriate safety precautions. If the corporate culture or individual management decisions lead them to not fulfill their promises, then, well, we're all screwed--as we are today. There's no structure in place that can ensure a company will uphold its promises--because major decisions are often made at a local level. When a project manager gives the order to bypass certain safety checks on a particular rig, there is very little oversight that can be exercised quickly--and I mean there is little oversight WITHIN the company let alone the government overseeing the project at a macro-level. We "small people" rely on well- trained/educated, seasoned people to make reasonable decisions, and most of the time they do. However, they can be pushed to think of production goals over safety goals and to compromise their own ethics.

So, I don't feel sorry for the CEO for being a pinata; he should be. He and his company made promises they failed to fulfill and all indications point to a culture that put a premium on profits at the expense of human, cultural, and environmental safety.

That's right; you DON'T.

The truth 0bama solicited ZERO help from the "best and brightest" of ANY lab or private industry.

Instead he sat on this disaster for almost two months because he was paralyzed with fear, plus the worse the disaster got, the more he assumed he'd create the public outcry for destroying yet another sector of American industry to kill.

Do any of you 0bamaBots possess a single solitary iota of intellectual integrity and honesty, or are you all merely victims of Stockholm Syndrome?

It's borderline hysterical to watch all of these geological engineers criticize Obama for not doing what they have no idea he should be doing.

The MOST hysterical thing that I have read so far is Boofer believing that ROYAL DUTCH Shell is an American company and that Exxon and "Mobile" [sic] are TWO companies. It MORE THAN UNDERSCORES the absolute lunacy of these people, the ignorance that they possess yet insist on sharing and the absolute CORRUPTION of their bias in that a hurricane, with a one week lead time that when it hit came and went in hours, is somehow similar to an ongoing MANMADE disaster.

They realize that Katrina has supplanted the Hostage Rescue Mission in terms of defining a moribund and ineffectual POTUS and they will be scrambling EVERYTIME any democrat POTUS has to deal with a crisis, the compare to Katrina.
