Up until Maldanado was appointed Lt. Gov., there was exactly one other Republican in state office besides Arnold, and he just lost to Whitman. Well, that's because of the legislature and the sweetheart deals they've made with the unions regarding their pension plans. Unless there's a wholesale change in it's makeup, that's just going to get worse. The governor is pretty much just a figurehead as far as the budget is concerned. Whitman can threaten to cut the government payroll, but in reality she can't, just like she can't cut the pension plans. It's all going to boil down to who is more likable, Brown or Whitman.
