There is nothing wrong with that. If someone owns a property. They should be to do what they want to do with it. If they want someone to be allowed to bring a dog, I see no problem with that. A couple of years ago I was on vacation in Florida. I was at a bar with an outside part. This guy pulls up in a boat with his racoon. It followed him around. I don't see anything wrong with that.
