US Rep. James Sensenbrenner (R-WI) [official website], chairman of the US House Judiciary Committee [official website], said Tuesday that he intends to draft legislation that would shield congressional documents and materials from being seized in searches similar to the FBI raid [JURIST report] on the congressional office of Rep. William Jefferson (D-LA) [official website] earlier this month. Speaking during the committee's Tuesday oversight hearing [meeting materials; JURIST report] on the constitutional questions raised by the raid, Sensenbrenner also said [opening statement] that although the constitution's Speech or Debate Clause [backgrounder] will not protect members of Congress from prosecution stemming from activities outside of legitimate legislative acts, the clause prevents the executive branch from seizing documents created in the course of the legitimate legislative process:
This disgraceful Congress -- Republican led -- is fast becoming one of the most corrupt and self-interested in all of American history.
Sensenbrenner, in support of his corrupt attempt to protect criminal activity in Congress, has the gall to reference Madison , even though it was Madison who wrote in the Federalist Paper No 57, "they [Congress] can make no law which will not have its full operation [italics mine] on themselves and their friends, as well as on the great mass of the society." In other words, all laws passed by Congress must also apply fully to Congressmen and Congresswomen.
We've already long passed that point, though, because Congress currently exempts itself from all kinds of legally binding restrictions it imposes on Joe Sixpack. And now we see Sensenbrenner looking to make Capitol Hill into a "no- go" zone, where Cops must fear to tread, and where Congressmen and Congresswomen live as a law unto themselves.

I've read elsewhere they sent the fed vacuum team into Jefferson's office to clean up any evidence pointing to Dick Cheney's involvement in a Nigerian bribery probe.
