In their recommendation to U.S. District Judge Laura Taylor Swain, federal monitor Steve Martin and Deputy Monitor Anna Friedberg conclude the jails are in no better shape than they were eight years ago when the city agreed to court oversight, and the city’s year-old “action plan” to fix the jails has failed.
