Yes, i think he actually believes in some sort of nirvana where folks put their political differences aside and compromise to achieve change that's in the best interests of the country. That's his Achilles heel so far.
If you read about his tenure as head of the Harvard Law Review, he spent his time trying to build consensus among those with wildly different views. He's tried to do that throughout most of his career. It's killing him as President, the only times his poll numbers have turned around lately have been when he's called out the GOP for what they area - a bunch of hypocrites who oppose what they supported and who hope for a major terrorist attack on the U.S. solely because they are more interested in hurting Obama than anything else

He's never spent one second trying to implement GOP ideas. The GOP does not want a health care system that will only steal from Medicare to create an even worse system. All he does is talk down to them. OTOH, Bush had a political history of bringing the parties together, which was indeed a problem for him as well as a strength.
