Democratic Oregon Gov. Kate Brown commuted the execution sentences of her states 17 death-row inmates effective Wednesday, all of them convicted killers. Brown reduced the inmates sentences to life in prison without the possibility of parole, saying she did so solely because capital punishment is universally dysfunctional and immoral. The convicts crimes include child murder, rape, robbery and a plot involving a bomb.
