Here's the significant difference between Soviet dissidents of his era and the United States of America in any era

... whereas Americans are heavily armed with over 400 million firearms and something on the order of 12 trillion rounds of ammunition in the hands of private citizens.
... While it's true that many (perhaps most) subjects of the coming "People's Republic" will passively submit and knuckle under, there are enough who won't to make the lives of the LEOs, who will have to enforce the state's dictates, a waking nightmare.
