Other Title: Arrest in ice-cream truck shooting; teen sought A teenage runaway from a foster home is being sought by police, and another youth was arrested Friday in connection with the shooting of a woman driving an ice-cream truck in Vallejo. Images View Larger Image More Bay Area News Peter Montenegro, 15, who has ties to Vallejo and Hayward, is suspected of firing the shots that wounded Amarjit Kaur, 39, of Vallejo on Wednesday, police Sgt. Kevin Bartlett said Friday. He remains at large. The boy is a runaway from a foster home in Hayward, police said. Investigators took the unusual step of naming the juvenile after deciding that he posed a risk to the community, Bartlett said. A second juvenile, a 14-year-old boy described as Montenegro's accomplice, was arrested Friday on suspicion of attempted robbery and attempted murder. Police withheld his name. The gun used in the shooting has been recovered, authorities said. Kaur, a widow raising three children, was found slumped behind the wheel of a Tony's Ice Cream truck near the corner of Springs Road and Castlewood Drive at about 2:40 p.m. Wednesday. She had been shot in the chest. Kaur was taken to John Muir Medical Center in Walnut Creek, where she was in serious condition. Police say the two youths tried to rob Kaur, an immigrant from India who speaks little English. Montenegro shot her, apparently because she didn't understand their demands or react quickly enough, investigators said. "She is a very nice lady," said Raj Kumar, priest at the Vallejo Hindu Temple where Kaur worships. "She helps with cooking in the kitchen and cleans the church." Kaur is raising two daughters and a son and has lived in Vallejo for about six years after arriving from India, Kumar said. She has been driving the ice-cream truck for five years to help support her family, he said. Kumar said, "Everybody is upset here." Montenegro is described as a Latino with dark short hair, between 5 feet 6 and 5 feet 10 inches tall, and weighing at least 200 pounds. He was last seen wearing a black coat. Police released a video that they said showed Montenegro in the nearby Sac's Tasty Hot Dogs restaurant shortly after the shooting. Investigators have secured a warrant for Montenegro's arrest. He should be considered armed and dangerous, officers said. Anyone with information is asked to call Vallejo police at (800) 488-9383. Not only are 3rd world teen idiots responsible for this senseless and cowardly attack,but the woman that was shot is also guilty of at least immigration fraud,or is a illegal alien herself. No way can a unmarried or widow from India with no job skills and 3 minor children get a visa to immigrate to the US without somebody lying and committing fraud somewhere along the line. She was living here and drawing welfare benefits to raise her children while driving a ice cream truck for spending cash. There's been a rash of similar killings and shootings in Vallejo lately with Hispanic teens seen fleeing the scenes. Some cops there really think it is gang initiations. Another town thanks to our current and past politicians both state and Fed that needs a razor wire fence around it.
