The AFL-CIO, the largest labor union in North America, has endorsed President Trump’s United States-Mexico-Canada Agreement (USMCA), showing its first public support of a trade deal in decades.

In a historic feat for Trump, AFL-CIO President Richard Trumka announced that the labor union would be endorsing USMCA, which the White House has crafted to replace the North American Free Trade Agreement (NAFTA).

“Make no mistake, we demanded a trade deal that benefits workers and fought every single day to negotiate that deal,” Trumka said in a statement. “Now we have secured an agreement that working people can proudly support.”

Trumka continued:

For the first time, there truly will be enforceable labor standards— including a process that allows for the inspections of factories and facilities that are not living up to their obligations.

President Trump may have opened this deal. But working people closed it. And for that, we should be very proud.

“The USMCA also eliminates special carve-outs for corporations like the giveaway to Big Pharma in the administration’s initial proposal and loopholes designed to make it harder to prosecute labor violations,” Trumka said.

The AFL-CIO endorsement is a victory for Trump’s economic nationalist agenda that has sought to raise wages for America’s working and middle class by tightening the labor market through increased immigration enforcement and taking the U.S. out of a job-killing free trade spiral with NAFTA, as well as the Trans-Pacific Partnership and the Paris Climate Agreement.

As Breitbart News has chronicled, decades-long free trade deals, NAFTA, and China’s entering the World Trade Organization (WTO) eliminated about five million American manufacturing jobs and 50,000 U.S. manufacturing plants since 1994. American manufacturing is vital to the U.S. economy, as every one manufacturing job supports an additional 7.4 American jobs in other industries.

Free trade advocates, like former Vice President Joe Biden, claimed at the time that NAFTA would create a million U.S. manufacturing jobs in the first five years. Instead, nearly a million American jobs have been certified by the federal government as being lost directly due to NAFTA, according to data gathered by Public Citizen. These are only the U.S. jobs that the Trade Adjustment Assistance (TAA) program recognizes as being lost to free trade and does not indicate the actual number of jobs lost.

According to a study conducted by researchers from the University of Ottawa (often referred to as OttawaU), 57 percent of the text of the United States-Mexico-Canada Agreement (USMCA) is copied from the Trans-Pacific Partnership (TPP). Ironically, President Trump has repeatedly described the TPP as a “horrible deal.”

The study, entitled “How much of the Transpacific Partnership is in the United States-Mexico-Canada Agreement?” was published on June 26, 2019. It has since received little attention from the media, mentioned only as a blurb in Politico’s “Morning Trade,” earlier this month. A copy of the study in its entirety was found tucked away on the American Chamber of Commerce Vietnam (AmCham) website.

Comparing the USMCA to existing free trade agreements, researchers found: “The USMCA closely tracks the structure and text of the TPP. 29 out of 30 TPP chapters have equivalents in the USMCA and 72 percent of the articles in the matched USMCA chapters are found in both agreements.” In other words, not only are many of the chapter titles identical, but so are the various articles and clauses contained in them. “Furthermore, when looked at in the context of all U.S. trade agreements, the USMCA and TPP, based on their textual similarity, appear as belonging to the same generation of treaties. In other words, the USMCA, contrary to Trump’s rhetoric, does not mark a fundamental rupture in U.S. practice and has more in common with the TPP than not,” the study stated.

Much of the mechanics of the agreement are no doubt unchanged as they follow the modern trend in international trade treaties. We should be more surprised if they didn't contain these standard sections found in U.S. trade treaties.

As for 57% vs. 0% vs. 100%, I'll point out how arbitrary such comparisons are. A law or regulation can change entirely based on only a single word of change.

There is some incentive to including some portions of an already-negotiated treaty in a new treaty because then you don't have to fight over any change in the text of the existing treaty.

I did preface my post with "FWIW" (For What It's Worth"]. I knew the text was largely cribbed from TPP, but I did not know what was, or was not, cribbed from TPP. I guess we will find out.
