WASHINGTON -- President Obama is to unveil tomorrow a $3.8 trillion budget proposal -- a 6 percent increase over last year, according to a published report. The proposal will include $25 billion for struggling states and provide funding increases for programs at the Department of Energy, the National Institutes of Health, the National Science Foundation and the Census Bureau.
It will also provide more funds for the military, but spending at NASA, the Army Corps of Engineers and certain other agencies will be kept at $447 billion annually through 2013.
That will lead to a savings of $10 billion in the coming fiscal year.
