Doylestown, PA >> A Bucks County corrections officer has been charged with official oppression and harassment for allegedly harassing male inmates in a sexual manner. This type of conduct will not be tolerated, Bucks County District Attorney David Heckler said in a written statement.
According to court documents in the case, between July and September 2013, Joseph Mullen, a 28-year-old corrections officer at the Bucks County Correctional Facility, spoke to male inmates about sexual scenarios while they were using the bathrooms in their cells. Documents state that Mullen asked inmates about the size of their penises, and also asked them how much money they would accept to have anal sex. Mullen even asked an inmate to show his penis in order to avoid being locked in his cell, according to court documents.
Documents also state that Mullen once locked three inmates in a cell and would not release them until they agreed to play patty-cake and hug each other. Mullen also asked several inmates to consent to a strip search without a sergeant being present, documents state, and when the inmates refused, he tossed their cells and confiscated one inmates family photographs.
