Two Asbury Park police officers donned disguises to exact revenge on a citizen who filed a complaint against them by slashing the tires on two of his vehicles, authorities announced Wednesday.

The Monmouth County Prosecutor’s Office charged officers Stephen Martinsen, 29, and Thomas Dowling, 26, both of Asbury Park, with conspiracy, criminal mischief and weapons offenses. The officers are accused of vandalizing two vehicles in Ocean Grove and Asbury Park early on Sept. 3, authorities said.

“It is alleged that officer Martinsen and Special Law Enforcement officer Dowling did purposely damage both vehicles, both owned by the same person,” a press release from the Monmouth County Prosecutor’s Office said. “The vehicle owner had filed an administrative complaint against both officers several days before the vandalism incidents.”

Authorities said the two officers wore disguises when they rode their bikes to the vehicles, smashed out windows and slashed all the tires.

The victim, Ernest Mignoli, is an outspoken critic of Asbury Park and its police department. In an interview with NJ Advance Media, he said his “jaw dropped” when he learned that the people responsible for damaging two of his vehicles — a white Jeep Liberty and a Toyota Prius — were police officers.

“I just wouldn’t think it would be in the scope of police officers to do something like that,” he said. “I’m a concerned citizen, outspoken critic of Asbury Park Police Department. But this goes behind the pale.”

Mignoli would not comment on the nature of the administrative complaints he filed. But he said he’s constantly keeping a watchful eye on the police officers in the city he has lived in for 12 years.

“I’m constantly harassed by police wherever I go," he said. “It’s just the nature of my work.”

Martinsen, a member of the Asbury Park police force since 2013, has been suspended without pay. Dowling was fired.

Asbury Park police Chief David Kelso said in the press release that the actions of these two officers “is not acceptable and does not represent the level of professionalism, community focus or resident safety that we expect of our officers.

“We will not let the actions of these officers overshadow the great work and dedication by the men and women of this department,” he said.

The officers could not be immediately reached for comment.

As usual, I did a search for mug shots of these fine peace officers.

I can't find any. As usual in cop-instigated crimes.

However, DailyMail.uk had a few photos. With tireless investigative reporting, they unearthed two photos from Creepbook. Notice that no American websites did the same "investigative journalisming" that took, what, 10-20 seconds.

So...a retard with a kid and a low-rent guido from the Shore. BTW, the full-timer had only been full-time for 2 years and before that he was...a part-time beach cop. These are marginally employable individuals looking for a badge for respect and (moderate) income. Exactly the kinds of people you should never give a badge to.

It's the Jersey Shore. I suppose these are just the average idiots who apply for beach cop jobs and maybe make the transition to full-time law enforcement and occasional criminality.

The victim's Jeep Liberty after the perps trashed it. You can see the broken window, apparently caused by the guido as the dumbass had cuts on his hands. I guess the full-time retard was too busy slashing tires to get any cuts.

It seems to me that the prosecutor is underplaying other possible charges. They vandalized both of the retiree's vehicles. It seems very likely that they could not have known he had more than one vehicle or what his two vehicles were unless they used police databases in furtherance of their criminal conspiracy. Other charges could be brought against them in most states and NJ is probably one of those states. But not if the local prosecutor has decided to act as the cops' primary defense attorney. Which is exactly what he has done in this case.

I will probably agree with you that they should be fired – but only AFTER dues process has been given and all facts are considered.

But just to jump in like you did after simply reading a newspaper article to pass judgment and call for action solely on the basis of information in the article is something I would never do.

Mostly boredom, tired of my thoughts on other matters.

A recent romantic conquest, while being someone much younger and far more attractive than I rate, just isn't as desirable as I had thought once I stood up the relationship to analysis. I'm retooling. Poor Stone, had to suffer through an outrageous forum mail I sent him mentioning certain sex acts as overlooked gems in the romance department.
