A shocking new report from the Hawaii State Commission on the Status of Women paints a disturbing picture of law enforcement and their role in sex trafficking. The report found that instead of preventing child and adult sex trafficking, many police officers are participating in it.

The report is titled “Sex Trafficking in Hawaii: The Stories of Survivors,” which detailed the testimonials from multiple victims. One particularly disturbing part of the report was the fact that almost half of all the victims interviewed reported that police officers participated in their abuse and victimization.  

“The corruption of members of the criminal justice system reported by the participants in the study was pervasive in their stories of being prostituted,” the report noted.

The report found that the average age of those being trafficked is just 14-years-old, showing how early the abuse began.

One of the victims interviewed, who wished to remain anonymous for obvious reasons explained that “the same people that are charging you for prostitution are the people turning around and buying it from you.”

Another participant in the study noted that police would even help to acquire the young girls drugs. The teenager was living in a drug house which had been busted by police and after the raid, the officer told the girl, “if you want pills, don’t mess with this little kid, you call me.”

Khara Jabola-Carolus, with the Hawaii State Commission on the Status of Women, explained that the abuse was extensive and on all levels of the spectrum. “This ranged from cops asking for sexual favors to more coercive situations like I’ll let you go if you do X, Y, or Z for me.’  Bring customers after hours in exchange for cigarettes or gas money,” she explained.

When confronted with this information about the abuse of sex trafficking victims by police officers, Honolulu Police Chief Susan Ballard issued the following statement:

“I am deeply concerned and will continue to ask the Commission to provide additional information so that HPD can investigate. We respect the participants’ privacy and understand why they do not want to be identified. However, if they can provide us with when or where the activity occurred and a description of the officer, we will investigate to the fullest extent possible. HPD does not condone the behavior described in the study under any circumstances.”

While the idea that police officers are abusing victims of sex trafficking may seem outlandish to some, it should come as no surprise to those who’ve been paying attention, especially out of Hawaii.

As the Free Thought Project previously reported in 2014, Honolulu police officers urged lawmakers to keep an exemption in state law that allows undercover officers to have sex with prostitutes during investigations. For years, Hawaii allowed their cops to have sex with prostitutes and victims of human trafficking while at the same time arresting these women.

It’s not just Hawaii either. In Michigan, police were granted immunity from prosecution if they had sex with a prostitute or a sex trafficking victim during an investigation. This was legal for law enforcement all the way up until 2018 when lawmakers had to get a bill passed to specifically outlaw the practice of having sex with victims of human trafficking.

Both the cops in Hawaii and in Michigan put up huge resistance to the outlawing of sex with human trafficking victims, claiming it was necessary to catch lawbreakers.

However, Bridgette Carr, a director of the Human Trafficking Clinic at the University of Michigan Law School, explained how cops used these laws to further exploit their victims.

“What I do know from my own clients is that people who either say they are cops, who are cops or who are impersonating cops, know about this exemption and threaten my clients with it sometimes,” she said.

Police officers using their power to exploit human trafficking victims is a common thread among many cases. On multiple occasions, the Free Thought Project has reported interviews of former child sex trafficking victims who’ve all noted that they had nowhere to go as police and high-level politicians all participated in the abuse.

In case after case, the Free Thought Project reports on horrifying instances of child sex rings that were allowed to go on for decades because politicians — including heads of states — policemen, clergy, and others were all in on the sick game.

I used to have breakfast in a little place where I'd chat with the Houston PD in the morning. They seemed like OK guys, but some incidents would make ya think like the Carnaby shooting years ago. My wife got a bullshit ticket a ways back in a speed trap in the city and I know these guys are not past making a fast buck. Crime's lower here than in many big US cities. Some say that it's as the criminally inclined here are plain afraid of HPD because the boys in blue don't GAF.

At the moment, Turner & Acevedo's department is in investigating itself for the homicide of city residents on a no-knock warrant during a raid that produced none of the evidence the undercover bust-in crew was looking for. Now the feds are opening up their own civil rights investigation. This is same FBI that let Hillary get away with compromising our national security, BTW. The FBI will only do what's good for the FBI, so no telling hw that will turnout.

This is also mthe same department that gets its intelligence & manhandling training done in a friendly foreign country. Heh heh.

I am glad that I live in the county. When I'm in the city, I drive like a saint. ; )

  • 77.3% of the 22 participants were Native Hawaiian.

Childhood Experiences

  • 59.1% reported childhood physical abuse
  • 72.7% reported childhood sexual molestation and the average age of first molestation was 8.23 years old.
  • 59.1% reported childhood rape. The average age of first rape was 11.3 years old.
  • 50% reported childhood emotional abuse.
  • 72.7% reported school problems resulting in suspension or expulsion.
  • 40.9% were in special education school programs.
  • 81.8% reported a close family member in jail or prison.

  • 21 (95.5%) participants reported having run away before they were age 18.

It may not be a matter of being duped, rather a case of perhaps too readily accepting an what I'd hitherto deemed an unlikely proposition.

I'd always assumed that in actually employing a prostitute in gathering evidence for prosecution, LE would be guilty of entrapment, thereby spoiling a case.

Deckard surprised me with his assertions about MI & HI, but he stated them in a sincere way, and I took them at face value.

All this is well outside my bailiwick, but it didn't take me long to find an MSM article like the one below. It's a little dated, but it's from the Atlanta Journal Constitution. The freakin' world today is full of the unexpected. Ya never know.

As for characterizing the article, it is by Matt Agorist and from The Free Thought Project. The report cited the article provides little support for the exaggerated propaganda of the article.

The article did not state the exemption laws of Hawaii or Michigan were still in effect.

Honolulu Police Department Responds to Allegations About Officers Engaging in Sex with Prostitutes

Recent news reports claimed that the Honolulu Police Department urged lawmakers to keep an exemption in state law that allows undercover officers to engage in sex with prostitutes. This statement is misleading and inaccurate.

First and foremost, the HPD asked the legislature to keep the existing language in the exception. The HPD did not ask for permission to engage in sexual conduct with prostitutes.

Under Hawaii law (HRS Section 712-1200), merely agreeing to pay a fee for sexual conduct constitutes a violation of the statute thus, the exemption for police officers is necessary so they can conduct prostitution investigations. If there was no exemption, officers would not be able to respond to a verbal offer from a suspected prostitute. This does not mean that officers are allowed to engage in sexual penetration.

The HPD has never asked the legislature to allow officers to engage in sex with prostitutes. When HB 1926 was originally drafted, it contained language that allowed the law enforcement exemption UNLESS “the act” involved sexual penetration or deviate sexual intercourse. It was poorly worded so the department asked the committee to omit that sentence, or our officers would not have been able to respond to even a verbal offer of sexual intercourse from a suspected prostitute – one of the most common prostitution violations. The request was NOT made to allow officers to engage in sexual penetration. If we were to codify these rules, we would be publicly revealing specific undercover officer guidelines and Hawaii’s prostitutes, “pimps,” and johns would be able to use the information to avoid prosecution and continue their illegal activity.

The department is keenly aware that prostitutes are often victims of human trafficking or other offenses. Because of this, we work closely with the Hawaii Coalition Against Human Trafficking and other community groups. Our goal is to conduct fair, accurate investigations, taking into consideration the need for prosecution as well as the need to protect the innocent. To accomplish this, we maintain careful oversight of all prostitution cases. There are strict written guidelines to regulate the conduct of officers conducting prostitution investigations.
