Title: Study Finds Nearly Half of Child and Adult Sex Trafficking Victims Were Abused by Police

Free Thought Project – by Matt Agorist

A shocking new report from the Hawaii State Commission on the Status of Women paints a disturbing picture of law enforcement and their role in sex trafficking. The report found that instead of preventing child and adult sex trafficking, many police officers are participating in it.

The report is titled “Sex Trafficking in Hawaii: The Stories of Survivors,” which detailed the testimonials from multiple victims. One particularly disturbing part of the report was the fact that almost half of all the victims interviewed reported that police officers participated in their abuse and victimization.

“The corruption of members of the criminal justice system reported by the participants in the study was pervasive in their stories of being prostituted,” the report noted.

The report found that the average age of those being trafficked is just 14-years-old, showing how early the abuse began.

One of the victims interviewed, who wished to remain anonymous for obvious reasons explained that “the same people that are charging you for prostitution are the people turning around and buying it from you.”

Another participant in the study noted that police would even help to acquire the young girls drugs. The teenager was living in a drug house which had been busted by police and after the raid, the officer told the girl, “if you want pills, don’t mess with this little kid, you call me.”

Khara Jabola-Carolus, with the Hawaii State Commission on the Status of Women, explained that the abuse was extensive and on all levels of the spectrum. “This ranged from cops asking for sexual favors to more coercive situations like I’ll let you go if you do X, Y, or Z for me.’  Bring customers after hours in exchange for cigarettes or gas money,” she explained.

When confronted with this information about the abuse of sex trafficking victims by police officers, Honolulu Police Chief Susan Ballard issued the following statement:

“I am deeply concerned and will continue to ask the Commission to provide additional information so that HPD can investigate. We respect the participants’ privacy and understand why they do not want to be identified. However, if they can provide us with when or where the activity occurred and a description of the officer, we will investigate to the fullest extent possible. HPD does not condone the behavior described in the study under any circumstances.”

While the idea that police officers are abusing victims of sex trafficking may seem outlandish to some, it should come as no surprise to those who’ve been paying attention, especially out of Hawaii.

As the Free Thought Project previously reported in 2014, Honolulu police officers urged lawmakers to keep an exemption in state law that allows undercover officers to have sex with prostitutes during investigations. For years, Hawaii allowed their cops to have sex with prostitutes and victims of human trafficking while at the same time arresting these women.

It’s not just Hawaii either. In Michigan, police were granted immunity from prosecution if they had sex with a prostitute or a sex trafficking victim during an investigation. This was legal for law enforcement all the way up until 2018 when lawmakers had to get a bill passed to specifically outlaw the practice of having sex with victims of human trafficking.

Both the cops in Hawaii and in Michigan put up huge resistance to the outlawing of sex with human trafficking victims, claiming it was necessary to catch lawbreakers.

However, Bridgette Carr, a director of the Human Trafficking Clinic at the University of Michigan Law School, explained how cops used these laws to further exploit their victims.

“What I do know from my own clients is that people who either say they are cops, who are cops or who are impersonating cops, know about this exemption and threaten my clients with it sometimes,” she said.

Police officers using their power to exploit human trafficking victims is a common thread among many cases. On multiple occasions, the Free Thought Project has reported interviews of former child sex trafficking victims who’ve all noted that they had nowhere to go as police and high-level politicians all participated in the abuse.

In case after case, the Free Thought Project reports on horrifying instances of child sex rings that were allowed to go on for decades because politicians — including heads of states — policemen, clergy, and others were all in on the sick game.

COMMENT:

"All 22 participants"

"Of the 18 interviews"

The sampling size is too small to support broad, generalized conclusions.

Apparently, 4 of the 22 participants (18%) were not interviewed.

77.3% of the 22 participants were Native Hawaiian.

All but 6 participants were Native Hawaiian. The miniscule sample of 6 non-Native Hawaiians is too small to support broad, generalized conclusions about non-Native Hawaiians.

"100% reported using drugs and the average age of first introduction to drugs was 12.7 years old."

So...native Hawaiians like becoming child prostitutes 2-3 times more than non-Hawaiians?

The numbers are ridiculously small to draw any real conclusions.

It may not be a matter of being duped, rather a case of perhaps too readily accepting an what I'd hitherto deemed an unlikely proposition.

I'd always assumed that in actually employing a prostitute in gathering evidence for prosecution, LE would be guilty of entrapment, thereby spoiling a case.

Deckard surprised me with his assertions about MI & HI, but he stated them in a sincere way, and I took them at face value.

All this is well outside my bailiwick, but it didn't take me long to find an MSM article like the one below. It's a little dated, but it's from the Atlanta Journal Constitution. The freakin' world today is full of the unexpected. Ya never know.

Hawaii police officers allowed to have sex with prostitutes
Local Updated March 22, 2014
By Katherine Biek

It's what many are calling the strangest job perk ever: as part of their investigations, Hawaii police officers are allowed by law to have sex with prostitutes before they arrest them.

Prostitution is illegal in Hawaii, and at a hearing on Friday, state lawmakers said allowing officers to be exempt only further plays into the issue of human trafficking and abuse. (Via KHON) SEN CLAYTON HEE: "Police are just going to have to be more creative than relying on special treatment when arresting prostitutes. It's really mind-boggling." (Via KGMB)

Fox News reports the executive director of Prostitution Research and Education, which is based in San Francisco, says police abuse and prostitution go hand in hand. "... in places without such police protections 'women who have escaped prostitution' commonly report being coerced into giving police sexual favors to keep from being arrested or harassed."

Above which law in the case here where randge is referring to for your response:

I will admit that perhaps “duped” was a wrong characterization for me to use and maybe “misled” would have been a better adjective.

“Forewarned is forearmed” since prior knowledge of possible dangers or problems gives one a tactical advantage.

I trust that you now have such prior knowledge and you should NEVER again let Deckard surprise you with his assertions and the misinformation in the articles he posts.

The first line of defense against being misled by Deckard is to assume that he is categorically wrong about everything he says, does and that he intentionally posts articles with misleading information and lies to promote his cop hating agenda.

You take care, ya hear.

Now if Michigan has no law granting law enforcement immunity and Hawaii has no such law, then this means that Deckard has once again plastered this forum with yet another bullshit article filled with slanted information [aka lies].

As for characterizing the article, it is by Matt Agorist and from The Free Thought Project. The report cited the article provides little support for the exaggerated propaganda of the article.

The article did not state the exemption laws of Hawaii or Michigan were still in effect.

From the thread article:

The thread article does indicate that the prosecution exemption only existed until 2018. The Michigan law was revised in December 2017, effective March 13, 2018.

[Deckard #26] Strange indeed - as in most other aspects, cops are above the laws they are sworn to uphold.

There is no support for the present tense assertion.

Hawaii ended its exemption in 2014.

Hawaii law of 2014, HB 1926

Prostitution; Sex Crimes

Amends the offense of prostitution to include sadomasochistic abuse under the definition of "sexual conduct" and clarify that a law enforcement officer shall not be exempt from the offense if the law enforcement officer engages in sexual penetration or sadomasochistic abuse while acting in the course and scope of duties. Amends the offense of solicitation of a minor for prostitution. Clarifies sentencing of repeat offenders and enhanced sentences for repeat violent and sexual offenders. Amends the applicability of a deferred acceptance of guilty plea or nolo contendere plea. (HB1926 CD1)

Honolulu Police Department Responds to Allegations About Officers Engaging in Sex with Prostitutes

Posted on March 24, 2014

Recent news reports claimed that the Honolulu Police Department urged lawmakers to keep an exemption in state law that allows undercover officers to engage in sex with prostitutes. This statement is misleading and inaccurate.

First and foremost, the HPD asked the legislature to keep the existing language in the exception. The HPD did not ask for permission to engage in sexual conduct with prostitutes.

Under Hawaii law (HRS Section 712-1200), merely agreeing to pay a fee for sexual conduct constitutes a violation of the statute thus, the exemption for police officers is necessary so they can conduct prostitution investigations. If there was no exemption, officers would not be able to respond to a verbal offer from a suspected prostitute. This does not mean that officers are allowed to engage in sexual penetration.

The HPD has never asked the legislature to allow officers to engage in sex with prostitutes. When HB 1926 was originally drafted, it contained language that allowed the law enforcement exemption UNLESS “the act” involved sexual penetration or deviate sexual intercourse. It was poorly worded so the department asked the committee to omit that sentence, or our officers would not have been able to respond to even a verbal offer of sexual intercourse from a suspected prostitute – one of the most common prostitution violations. The request was NOT made to allow officers to engage in sexual penetration. If we were to codify these rules, we would be publicly revealing specific undercover officer guidelines and Hawaii’s prostitutes, “pimps,” and johns would be able to use the information to avoid prosecution and continue their illegal activity.

The department is keenly aware that prostitutes are often victims of human trafficking or other offenses. Because of this, we work closely with the Hawaii Coalition Against Human Trafficking and other community groups. Our goal is to conduct fair, accurate investigations, taking into consideration the need for prosecution as well as the need to protect the innocent. To accomplish this, we maintain careful oversight of all prostitution cases. There are strict written guidelines to regulate the conduct of officers conducting prostitution investigations.

The randge article quoted at #39 is from 2014. A working link is below.

Hondo would plead the fifth as an instance of asserting his right against self-incrimination and then he would post some stupid meme reflecting badly on Trump.

Does that sounds about right?

Yea …

But, never mind.
Nah…do it.

Just go on and do it.

I think if a fellow were to ask certain posters here, namely hondo and Deckard, if they’ve quit beating their wives …

Hondo would plead the fifth as an instance of asserting his right against self-incrimination and then he would post some stupid meme reflecting badly on Trump.

While Deckard on the other hand would claim it was the cops who did it and then he would post four or five hot links to show where some cops shot some dogs.

If marijuana were legal and free, provided by MEDICARE for All with a prescription, all such beatings would be cured, and it would not cost anybody anything.

A well regulated marijuana dispensary, being necessary to the availability of a natural high, the right of the people to keep, smoke and ingest marijuana, shall not be infringed.

Muh constimatutional rights!

I noticed that science has apparently come up with a way to produce yeast in a fermentation process that produces THC and CBD cannabinoids instead of alcohol.

Just some yeast genetically altered to produce cannabinoids instead of alcohol.

if they've quit beating their wives.

That’s a “decent poster”, Stone?

That’s a fucking PAULTARD that has you fooled. lol

It’s a duplicate ID. It’s used 3 times a year... and it always non directly defends Paultard ideology.

If your program tracks IP addresses, you’d know this.

Did you ever notice that some folks just can't help themselves and simply have to misstate the case by claiming a poster is using a dup ID.

If they were actually tracking ID's they would know that this isn't the case. But then again these folks are just so full of themselves, it is almost unbearable.

Used to post kind of regular quite a while ago. I still look in from time to time to who's posting what on what sorts of issues. It's no trick to see that there is a real cute element here that does its best to drag a guy down to the level of catcalling & cheap invective.

Reminds me of the way the Left operates. All's fair, and there ain't no rules. It's a shame in a way, but no skin off my nose.

Cheers.

Ok... now fuck off for 365 days and come back and post three times and chalk it up to.. looking in from time to time. Then come up with the same paultard line of canaries or wife beating.

lol... you’re a fucking joke. Only a Paultard buys your bullshit.

I suggest you just let this go, GI. I feel there is no question that Stone is being duped and if Stone wants to continue to be duped, then let him. For after all, it’s his site.

A certain poster has bragged that he has numerous screen names registered here dating back to the time this site was formed and he calls them up from time to time to use. He also said that he can post from different IPs anywhere in the world, keep them on file to return and use them any time he wants to. Yes, he can do that and I can easily demonstrate how.

So, you asking Stone to check the IP address does absolutely nothing. If Stone does that, he will find a poster using many different screen names is always using the same corresponding IP address he has on file for that screen name.

Look at Post 66 where this poster is toying with Stone to the point that I am actually embarrassed for Stone. As he also did the same thing in Post 59. That sarcasm style is so unique and has such a distinct signature that you need to be a complete fool not to recognize its repetitive use throughout all these many years.

Stone wants to continue to think “Randge is a decent poster. A decent person.” So let him do that. You really should quit trying to convince Stone otherwise. He obviously never will believe you. Just let Randge continue to play Stone as he has been doing and Post 66 is a classic example of that being done.

You are helping Randge carry on his charade and deceit. I suggest you stop doing it. I toyed back with him on a couple of posts but he will never continue to engage with me after one quick brief post. He knows I will recognize his writing style call him out. I long ago call him out when he used different screen names. I no longer do that, it was a waste of time. I will only make occasional posts to his various screen names he calls up a couple times a year to mirror his sarcasm back to him and then I let it go. He knows that I know who he is all the time.

So, I have no doubt who Randge is as I also have no doubt with some other screen names that are called up once or twice, and maybe three times, a year over a ten-year period.

I think the best thing you can do is to let him continue to play his game with Sone for after all he is not out of hand and spouting his libertarian shit for that would definitely give him away to even Stone. And because he returns to post ever so often and stays in line, then he is increasing the activity count on this site. That is the way I long ago came to look at dealing with him and no longer challenge him. I just don’t see giving him a springboard to post off. To continue to post to him plays right into his game plan.

I just read Post 66 again and laughed as I recalled this Patton Movie CLIP …

So, I paraphrase to say: Bucky you misguided libertarian bastard, I always read right through you.

It’s let go.

And you can let it go with the knowledge that you are correct.
He only posted 3 times last year and no more since no one would engage him.
He had only posted once this year until he was engaged and challenged on his purpose and identity.
With no response he would probably have slithered off and reappeared only two more times this year.
But since he has now been unmasked, he no doubt will now make repeated appearances as a cover.
I find it more fun to watch his action that it is to participate in it.

One another point …

Stone locked his one of hondo’s threads and told him: “Don't post anymore articles from fake Christians.”
And now the brazen little bastard comes back with a thread on “Evangelical Ban at LF.”
I am surprised Stone hasn’t also zapped that thread yet and banned his dumb ass.
It is as if hondo derives great pleasure, especially sexual gratification, from self-inducted pain and humiliation.
His desire to achieve the ultimate erotic pleasure for his masochism appears to have no bounds.

You hang in there. You are doing good work.

Later …
