They just observe and report to the Border Patrol, AFAIK. Unless they have orders to engage and detain they won't be able to stop the invasion. Correct me if I'm wrong, can you cite an incident of them actually detaining even one illegal invader? In the recent past, zero borders have been closed by the U.S. When a border is closed, nothing is supposed to pass through. Lincoln closed some ports during the civil war. Border patrol did not enforce the closing of the ports, the military did. If the border is declared closed, the authority and duty to defend the border is inherently included.
