In the ten years that California's pop has "declined", they have built a golf course and retirement community plus one other subdivision on the north side which has been all sold out and inhabited for at least six years. And on the southwest end towards Lakeville going to Petaluma a huge housing subdivision was just completed with still a few for sale. There is only about 25% of the land along that road not developed. There's too many stop lights for a race scene now.
