Once they have been relieved of a former duty, they can not have capability for renewed information unless a new duty post has provided a "need to know."

I am confident it is not. People like Brennan and Clapper and Hillary receive special treatment where they keep the clearance and are given access to some information. Te common excuse is that they can help their replacement.
Rosenstein has a clearance and an access authorization, and he signed off on that ridiculous FISA Warrant application. There is plentiful reason to pull his access authorization. Why wait until he gets caught committing more damage?
