Who cares? Once any person that has been relieved of duty of their former post, they maintain the security clearance for five years unless otherwise found to be incapable of responsible action.
Once they have been relieved of a former duty, they can not have capability for renewed information unless a new duty post has provided a "need to know."

And it takes administrative time to pull a security clearance.
But no one is entitled to access to any level of classified material just beause he has a certain clearance. A clearance only makes one eligible to received an access authorization from the custodian of record for the information. An access authorization may be given up to the highest level for which one holds a security clearance, and a need to know.
They should be talking about pulling access authorizations which can be done same day. There is adequate evidence to pull the access authorization of Rod Rosenstein.

In the military it was, except for select senior officials. When the privileged few leave their positions, they are given a new access authorization so the wonder and the majesty of their knowledge and experience is not lost.
