Hooey. The EU will whine and complain, dodge and weave and look for some dodge, then they'll finally fall into line.
Like the colonies of the American empire that they truly are.
Trump won't even have to threaten to withdraw all NATO forces from Europe. But he could do that and a lot more if he wanted to. And our Congress and our allies could do nothing about it. Zero.

They would not mind at all.
It would hurt in the short term, and maybe medium term as well, as US troops are an economic boost to countries they are in. Troops live off base, and spend money on all manner of things. Nearly all living expenses for all troops go to those local economies. Of course, all that money spend is NOT spent in the USA, which it would be if they were "over here" instead of "over there".
But at the point where the cost of sanctions exceeds the benefit of US troops staying in the country, then the likelihood of those countries switching sides increases dramatically. That many European countries are getting pissed off at Trump certainly shifts sentiment.
