Chillicothe, Ohio – A police department has determined that its officer acted within policy when he opened fire on a dog in front of two children and then proceeded to fire a stray bullet into a neighboring house.

The department has determined that Officer Traevon Williams should face no consequences for his actions and has simply recommended that he take an online course to learn how to deal with animals after he opened fire in a residential neighborhood and endangered the lives of several innocent people.

The incident occurred on March 8 when Williams was visiting a house for a follow-up investigation. The footage from his body camera shows him walking up to the front porch where two young girls are standing, and asking them if their parents are home.

One of the girls opens the front door, and as a woman can be heard yelling in the background, a dog comes running out. Williams immediately starts running back off the porch, grabs his gun out of its holster and fires two rounds in the dog’s direction.

Chillicothe Police Chief Keith Washburn told the Chillicothe Gazette that Williams did not do anything wrong because the department’s use of force policy states that officers “can shoot at a vicious dog if there’s risk of serious harm or death to an officer or a bystander.”

“In this case, the officer felt the pit bull charging him (could potentially cause) imminent physical harm, so he shot at it,” Washburn said.

In his report, Williams claimed that “a large Pitbull” charged at him, growling, and that it was only after he retreated and the dog continued to charge at him that he opened fire.

However, the body camera footage shows that the dog was not growling, and mere seconds passed between the time the dog emerged and the time Williams opened fire, which raises questions about how much he was able to discern about the dog’s demeanor before he attempted to kill it.

It was only after Williams fired two rounds at the dog—one of which entered a neighbor’s home and damaged their front window—that it can be seen that the dog was not charging at him specifically.

In fact, as Williams stands on the street with his gun pointed at the dog, the dog stands on the sidewalk and looks around before running back to his owner when she exits the house. If he had really been intent on harming Williams, he would have continued to run towards him and would have likely been barking or growling.

“He just growled at me,” Williams told the owner.

“He won’t hurt you!” the woman responded. “He don’t bite.”

A second officer is standing near a patrol car and after watching the scene unfold, he is looking back at Williams with a giant smile on his face. If he truly believed his partner’s life was in danger, there is a good chance he would not have responded by smiling and chuckling.

Traevon Williams is incredibly lucky that his reckless actions caused minor damage to the dog and to the neighboring house, and that the two young children who were present were not injured by the gunfire.

As The Free Thought Project reported, a dog in Alliance, Ohio, met a very different fate after it was shot by Officer Josh Tenney in July 2017. Tenney’s body camera showed him beckoning a trio of dogs and calling out, “Come here puppy!” When one of the dogs did begin to run towards him, he opened fire and shot at least five rounds, killing the playful puppy and leaving its owner shocked and confused.

In both cases, police officers were caught on camera recklessly opening fire on dogs while failing to take the time to discern whether they were being playful or aggressive, and endangering the public as a result. The police departments in Ohio are responding by teaching their officers that it is legal to lie in their reports, even when video evidence proves otherwise, as long as they make the blanket claim that they feared for their lives.

Well, that would mean the cop lied. Oh gee, surely not, being a cop, he would be as pure as the wind driven snow. Also, it sounds like the cop was extremely reckless with the firearm, hitting the neighbors house, and with children that close, it was fortunate that he did not shoot them!

I watched the video and there isn't time enough to see if it was growling or not and pits are extremely vicious psychotic dogs. The fact that it was a pit mix, shot out of the door and chased the cop(could be anyone) is enough for him shoot it. Case closed. We are not talking a lab or something. You own one of those dogs then this is your life deal with it!

Given your impression of what happened (I also agree with your characterization of Pit-Bulls), these are killers. The Cop probably felt highly threatened by a pitbull guarding its turf; the LEO acted on his self-preservation instinct.

I finally found the video, by doing a google search, and found it on youtube. The owner was neglegent by not having the dog restrained. I never did hear the dog growl, or bark. When the kid left the door open, the dog did come running out real fast. I think that spooked the officer, understandable. But "growling", no. That was a lie. He was trying embellish his story, to cover his ass. He was reckless shooting near the kids. If the dog was really vicious, why did the other officer not shoot? Also, after two shots, the dog set down on the sidewalk. If he was really vicious, he would have continued the attack, yet did not.

I do agree, I do not entirely trust Pit Bulls either, nor Dobermans, or Rotwellers.

If the dog was really vicious, why did the other officer not shoot? Also, after two shots, the dog set down on the sidewalk. If he was really vicious, he would have continued the attack, yet did not.

One LEO may not perceive the same danger as another.

As to a cop lying or embellishing a story to help extricate himself from liability, of course that wouldn't surprise me. Some of these dog-shooting cases are about obvious over-officious cowards; some incidents are in the gray area. And some are legit...self-preservation.

When Pitbulls are involved part of the problem is that some people with bad experiences already get into that "fight or flight" gear sooner rather than later. The LEO who shot the pitbull was black, was he not? Homey is probably quite familiar with pitbulls.

If anyone does a search on "Pitbulls" there's a ridiculously high number of incidents that involve these dogs. Frankly, the dogs are a menace.

Tough call there. LEO seemed a bit quick on the draw.

If that was a Lab, it still may have charged the LEO. Would it have been shot? Depends on the cop. The level of "threat" sense.

In those parts, in that type of neighborhood, a charging bigger dog (especially a pitbull) is in jeopardy of being shot. Those LEO are already on edge.

Shame in any case. It is what it is. (did anyone ever find ou the original reason for the po-po "visit"?

True. LEO have knowledge of a dog. I guess the argument would be, "and on the gun or pepper spray?"

Dog charged him and if not for the gun shot probably would have bit him. There is no way to see if it was playful or aggressive attack. With pits you assume aggressive. Nothing to show the cop did anything wrong unless you believe cops have not right to protect themselves

Just read in the news where a 4 year was killed by its own pitbull. Snapped the kids neck. I'm sure the owner is more worried about the stupid dog than the his kid!

The owner is a damn idiot !!! Black or hispanic ? If you have small kids, and you really want a BIG dog, get a Lab, or a Golden Retriever, or a Border Collie, but not a Pit !!! Poor kid !!!

The first thing I look for was it a pit. Then its almost a given the killing was justified. I then watch the video which may not always give the answer. Some people cut the video short to manipulate the story. Unless its a clear cut case I tend to believe the officers. If the officer shoots a dog the size of a large rat then I think there is something wrong. But none the less I always try to put the myself in the officer position.

I also believe if you have an animal that can harm people you must be responsible to keep it away from the general public or face the consequences. For some reason everyone wants these drug dealer dogs but have no clue why drug dealers like them. Just like cigarettes simple minds want to look kewl regardless of the consequences down the road!
