Ok, lets assume the project actually gets built; The VERY first thing these kinds of fake libertarian crusaders must do is set up a perimeter of lethal warships. I will only add that the only people attracted to that lifestyle will be the parasitic wealthy offsprungs of rich parents that grew up in gated,guarded communities.
Everybody else wants to live free,not like a pampered pet in a cage.
