Just in time for Obama to announce it, and it only cost the USA 100 billion dollars. Thanks Hillary.

Climate draft deal agreed

December 18, 2009 – 1:30PM Leaders and ministers from 28 countries including Australia have outlined a draft accord to fight global warming.

The details of the draft are not known yet but the move came hours before some 130 world leaders were set to convene in the dying hours of the climate summit at Copenhagen.

Representatives from key blocs, covering both rich and developing countries, embarked on late-night negotiations in a desperate bid to hammer out a draft climate change agreement.

UN Secretary-General Ban Ki-moon was also participating in the talks, which continued into this morning.

US Secretary of State Hillary Clinton, German Chancellor Angela Merkel, British Prime Minister Gordon Brown, French President Nicolas Sarkozy and Brazilian President Inacio Lula da Silva were all seen as the talks got underway shortly after 11pm in Copenhagen.

Among industrialised countries, the participants were Norway, Russia, Spain, Britain, the US, Denmark, Australia, Germany, France, Sweden and Japan.

Representing small island states were the Maldives and Grenada, with Sudan, Algeria, Ethiopia and Lesotho from Africa. Sudan is also the leader of the G77 group of 130 developed countries, Algeria heads the Africa Group, and Lesotho leads the bloc of Least Developed Countries.

Major emerging present economies included China, India, Brazil, South Africa and Mexico. Besides Brazil, other countries in which deforestation is a major source of greenhouse gas emissions include Colombia and Indonesia.

There are two transnational groupings included: the European Commission and the Secretary-General of the United Nations.

More than 130 heads of state and government will convene today for the final day of the climate summit talks.

So, which is it? RTE News is reporting the following:

Mood changes at climate change summit

Friday, 18 December 2009 09:53

The mood at the UN climate change conference in Copenhagen has changed from optimism to uncertainty, after a draft text from a influential group of world leaders went down badly with developing nations.

Around 130 world leaders, including the Taoiseach Brian Cowen, have arrived at the Bella Centre for the final day of the marathon talks process.

AdvertisementOvernight, a group of 26 influential world leaders had worked on a text, a process which the Danish Prime Minister had described as both fruitful and positive.

However this morning, developing nations have reacted negatively to the text, apparently feeling that an agreement was being forced on them by the world's richest nations.

An air of uncertainty now hangs over the talks process, which has been joined by the US President Barack Obama.

A UN summit is considering a target of limiting global warming to a maximum 2C, backed by a new fund of $100bn-a-year to aid developing nations, according to a draft text pulled together.

'Deep cuts in global emissions are required,' according to the draft.

It had blanks still to be filled in for commitments by rich nations to cut greenhouse gas emissions by 2020.

'Recognising the scientific view that the increase in global temperatures ought not to exceed 2 degrees...parties commit to a vigorous response through immediate and enhanced national action based on strengthened international cooperation,' it said.

Environment ministers have been negotiating on a text overnight.

They hope it will lead to significant cuts in greenhouse gases and additional finance for developing countries affected by climate change.

Negotiators agreed an initial draft that called for a 2C cap on global temperatures and at least $100bn in aid for poor nations.

It is believed the EU is considering unilaterally improving its offer of cutting emissions.

Speaking after overnight talks, Swedish Prime Minister Fredrik Reinfeldt said 'there are deep differences in opinion and view on how we should solve this.

'We'll try our best, until the last minutes of this conference.'

By mid-morning, the world leaders, including US President Barack Obama, will be presented with the draft agreement.

Hopes have been raised that a deal can be secured by US commitments on finance, the withdrawal of a draft text by Denmark and a Chinese offer to be flexible when verifying emissions.

it only cost the USA 100 billion dollars.

Plus what ever interest rate and fees China or whoever is dumb enough to loan us that kind of money charges, in a vain hope of getting it back.

Hey wait, Yahoo news is reproting about a bank chargin 79.9 percent, I wonder if they have a 100 billion to loan?
