I remember several years ago that some 500 Mexican Special Forces trained in counter-insurgency and counter-narcotics techniques at Fort Bragg, North Carolina. Neil's looked for it, I've tried my hand, whatever it is is a subtle error. It works fine without that extra space (which gets inserted because of the line-break, it occurs at the line-break for the TEXTAREA element that we type our comments in). The special forces of any country are not considered terrorists. They are agents of the state that employs them. Their actions are those of making war as a sovereign nation upon the United States. Terrorists, OTOH, are not agents for an established and recognized sovereign nation. If Mexican special forces are committing subversive acts or sabotage or espionage, those are acts of war, not terrorism. The key distinction is, "Do you have a flag?".
