Earlier this month, Rep. Bob Goodlatte [R-VA-6] introduced H.R.4760 – Securing America’s Future Act of 2018, a sweeping bill that entails everything from Education and the Workforce to Homeland Security to the military. Also, tucked away in this 400-page behemoth of a bill are the details of a new biometric National ID card that could soon be required for everyone. Not surprisingly, there is almost no media coverage on this legislation. H.R. 4760 establishes a mandatory National Identification system that requires all Americans to carry a government-approved ID containing “biometric features.” Without this card, according to the legislation, you will not be able to work in this country. The legislation was drafted under the auspices of providing a legislative solution for the current beneficiaries of the Deferred Action for Childhood Arrivals (DACA) program. However, as Ron Paul points out, “this bill would give DACA recipients a 3-year renewable legal status while forcing a biometric National ID card on virtually everyone else.” Naturally, this bill is wholeheartedly supported by the anti-immigration sect and has gained 70 co-sponsors already in only a few days. As with most police state-promoting legislation, fear of illegal immigration is being pushed to garner such support. However, as Ron Paul points out, the bill won’t just target illegals—it targets everyone—and it will use your most private information to track you. “Under the statists’ National ID scheme, you’d be forced to carry around your National ID card, tied to this massive database, chockfull of biometric identifiers like fingerprints and retina scans,” Paul noted. “Without this ID, you won’t be able to legally hold a job — or likely even open a bank account or even board a plane!” Paul said there is a very good chance this bill will become law as the support for it seems overwhelming. He laid out three key factors that are detrimental to the freedom of all Americans. The control freaks in the US government have been trying for years to pass a National ID card law and it has been successfully resisted every time. This time, however, it appears that the Republicans—who used to be vocally opposed to such measures—are now fully onboard likely because of the bill’s anti-immigration language. As Paul points out, For years now, statists in BOTH parties have been fighting to RAM their radical National ID-database scheme into law. In fact, this scheme was a key portion of the infamous failed “Comprehensive Immigration Reform” bills BOTH parties tried to ram through during the Obama administration. Now, using the momentum behind Trump’s tough talk on immigration and border security, I’m afraid the statists believe the best way to finally enact their National ID scheme is by promoting their bill on Capitol Hill as a “DACA fix” while they sell it to the GOP base as a border “security” measure. Of course, that’s nothing more than a buzzword meant to trick Americans from all over the country into thinking that Congress is going to seal our southern border. But in reality, it means something far different. The “security” members of BOTH parties in the U.S. House want doesn’t target any U.S. border. Instead, it’s meant to create an all-out police state within them. The truth is, this is exactly the type of battle that often decides whether a country remains free or continues sliding toward tyranny. Paul’s Campaign for Liberty is planning a massive crusade against this tyrannical legislation in the form of billboards, commercials, and other advertising. I read the bill. I can't find anything like this. It requires that you attest that you are a citizen, present drivers license and/or S.S. account number or, for foreign nationals or green card holders, present other forms of ID. There is a very minor mention of biometric cards for certain foreign nationals.

It is a long bill and I didn't read all of it. But the parts I read dealing with accepted ID for employment sound very similar to the E-Verify provisions already in place. There is no doubt that they would love to do the national biometric ID. But there would be resistance and a lot of problems so I don't expect this Congress in particular to pass such a thing. I don't think they could get it past the Liberty Caucus in the House even if the Senate did stuff something into a (supposed) must-pass bill.

R. 4760 PDF link (given in the article) and you can do a search for 'biometric'. After the ToC, you find it mentioned on page 89. Read through page 88-90. You'll see it matches up well with current E-Verify measures. If you search on for 'biometric', you'll find some provisions for entry-exit biometric cards and scanners, especially at the southern border (but also the northern). These direct various agencies to continue to implement those biometric quickie entry-exit cards that are already being used to expedite border crossings by people doing business or regularly visiting Mexico or Canada on business or for family reasons. AFAIK, there aren't other terms used other than 'biometric' for these kinds of passports or quick entry/exit documents.

The old ReadID controversy. You recall correctly. They did succeed with some provisions of RealID but not what they really want.
I found the same with a quick search. This is a sky-is-falling article which highlights a limited, specific use and projects it on the entire population as a mandate. They're counting on people not reading the bill.
Ron Paul's post-congressional career hasn't been very inspiring. Lots of goldmongering (because RP is known to the gold hoarders because he is one). And this story dovetails with RP's efforts (along with Senator Shelby) to defeat the old RealID effort in the late Nineties. He's playing that card, hoping that no one will go read the bill of that text. I have to wonder if RP even reads some of the press releases from his own Institute. Notice the end of the article: So you sign the petition and give your name/address/zip and they pitch making a donation to the Institute at the same time, all for the convenience of forwarding your name on a petition to your senators/congresscritter. Sure, that must be worth $50 of so. And yet, there are plenty of people who will fall for this. For fuck's sake, buy a stamp or write your own email. And save the $50.

You don't need a SS # or DL to be a natural born US citizen. If one of those will be required, this bill is adds insult to injury. AFIK, it's still legal to be a free range American, in the land of the free, and the home of the brave? Citizenship just happens if you're born in the USA of US citizen parents! We don't need no stinking papers, or to be in the NSA database! Not if you're Amish or a few other exemptions. Otherwise, you do.
14th amendment, equal protection under the law. What are you, some sort of Amish supremest with SPECIAL privileges, Titles of Nobility (also prohibited in the Constitution)? Amish are the best-known non-SS people. They are not employed and they don't seek government benefits so they are not subject to the requirement. If an Amish did work for someone else for pay, they would have to have the SS number because they would become subject to federal tax.
