If they want to make improvements it's up to them to change their economic systems, their system of government, and their primitive life styles. Well, aid can be given with residency, they see residency as a way out of what you call stupidity, which means they are doing something about it, just not the right thing. Teaching a man to fish comes to mind, the form of aid given is too selfish with insistence it be spent on US goods, this helps noone
