Surveys show virtually all French women have been harassed on public transport, in the street or elsewhere at some time

WOLF-WHISTLING is set to be banned in France as the government declares war on men hassling women in public.

Under new plans bugging women for their telephone numbers and following them could also be prohibited.  The red card could be shown to French lads who wolf-whistle

The crackdown comes after surveys show virtually all French women have been harassed on public transport, in the street or elsewhere at some time.

France’s new leader, President Emmanuel Macron, has pledged to end this during his election campaign this year.

Only a few countries, including Belgium and Portugal, have banned such behaviour.

The UK and others have broader laws against harassment in general but none so specific.

Some lawyers believe men should only be prosecuted when police officers witness an offence.

Others say women should be able to file criminal lawsuits against offenders at a later date.

But Marlène Schiappa, the under-secretary for gender equality, defended the plan and gave an example of behaviour that would be illegal.

She said: "You are a woman in an underground train. I am a man. I follow you.

"You get off the train. I get off.

“You get on another train. I get on too. I ask you for your telephone number. I ask again. I ask a third time.

“You feel oppressed. That is street harassment."

Gilles-William Goldnadel, a lawyer, accused Ms Schiappa of seeking to outlaw "heavy Latin chat-up lines".

He said the only consequences of the law would be to enrich feminist lawyers and to clog up the court system.

I have to wonder just how egregious this behavior really is.

I think it may have more to do with women wanting to make complaints against Muslims and other Third Worlders harassing them than it being aimed at white Frenchmen. They just don't want to admit their real motive.

Egregious? In Spanish culture the guy's remarks are called piropos. It is not an insult, it is a compliment.

Is that so? So if another man followed you down the street, followed you on the subway, followed you when you switched trains to get away from El Creepo and then sidled up to breathe heavily into your ear how much he wants your phone number, you'd just consider that a compliment, right?

Are you sure you're in favor of unlimited rights for creepy guys to follow anyone around propositioning them?

Perhaps you can tell me at what age it would be fine with you for a Creepy Guy to follow your teen daughter or son around on the street or subway, making lewd remarks or trying to get a date with them. Or is that kind of stalking of your kids also just "a compliment"?

The article cited banning wolf-whistling in France.

I don't know about France, but next door in Spain, they say all nature of elaborate compliments as cat calls. With a few centuries heritage, they are part of the culture and not related to following anyone down the street, breathing on anyone, asking for a phone number, or whatever other weird idea some feminist lawyer can come up with.

Piropos are not considered harrassment in Spain by either side. The young lady's role in it all is to make a sort of show of not hearing a thing. It is not the start of a conversation.

Within the culture, it is a humorous game. They are deliberately over-the-top compliments.

So, what is the problem? With so many immigrants, it may be a clash of cultures. Who is doing the complaining about whistles?

Workmen up on scaffolds in America have been known to whistle when a good looking lady walks by. It is hardly an assault. I never saw a whistler jump several stories from a scaffold, follow a lady, and grab and grope.

I think Gilles-William Goldnadel might have a point. It sounds like something made up by liberal feminist lawyers. Maybe nobody whistled at them.

In court it may go, "You stand accused of third degree whistling. How do you plead?" Latin whistler, "Heartbroken, your honor."

As culture goes, one might wrongly think this is a young kid at early stage KKK training, or at least something racist. It is not a children's thing. There would be hundreds of adults dressed up in similar garb and have a sort of parade.

Bull fighting is another custom. It does not seem to make a great deal of sense within U.S. culture. Indeed, Americans seem to express the odd idea that it is a sporting event.

The Latin custom is what it is. It is their custom. It makes sense to them within their culture. There is no reasonable way to judge them by a different culture.

You go into an Italian restaurant, say Olive Garden, in the USA, see spaghetti and meatballs on the menu, order it, eat it and free breadsticks and salad, pay the bill, tip the waiter and leave. All is good. Do the same in an Italian restaurant in Italy and you have just committed an insult without even knowing it.

Maybe you're the last of the red-hot Latin lovers.

No. If you desire to try it in Spanish with an American accent, or broken Spanish, you will be viewed as an asshole.

What is portrayed in the article seems out of character with Latin culture. It is a Brit talking about Latin culture.

I still think this may be aimed at foreigners more than native Frenchmen.
