"Dispatch, please tell my family I love them."

On January 1, 2016, Police Officer Quincy Smith “responded to a suspicious persons call at the Charles Party Shop” in Estill, South Carolina, reports the Fourteenth Circuit Solicitor’s Office.

Smith was wearing glasses embedded with a camera; the footage was released Thursday.

When a woman at the shop tells Smith that “a man wearing camouflage and a red bandana tried snatching groceries from customers,” the officer leaves the store, gets in his vehicle, and pulls up behind a man matching the clerk’s description a few hundred yards away from the alleged incident.

The man has since been identified as Malcolm Antwan Orr.

Smith exits his vehicle, and calls to Orr: “Come here, man. Come here for a second.” Orr simply looks back, and begins to walk away.

Smith calls again: “Come here. You better stop. Come here.” Orr continues walking, and begins to pick up the pace just slightly. Getting closer to the suspect, Smith starts to yell: “Stop. Stop! Take your hands out your pocket! If you don’t stop, I'm gonna tase you. I'm not playing with you. Take your hand out your pocket!”

Orr, with his hand still inside his jacket pocket, keeps walking.

When Smith issues a final demand for Orr to take his hand out of his pocket, he does so, revealing a gun. Orr fires eight shots at Smith in quick succession.

“Shots fired!” Smith can be heard yelling as he hits the ground and begins to run to his patrol car. Orr continues to fire even as the officer bolts for cover. Smith sustained multiple gunshot wounds to the arm, torso, and neck.

Upon reaching his car, Smith radios for help. “Dispatch, I’m hit! Dispatch, Echo 7, I’m hit!” With a labored breath in-between words, Smith utters: “Dispatch … help.” Several seconds later, blood visible on the interior of the police car, as well as on his right hand, Officer Smith reports that his “arms are broken,” adding: “Help me, please.”

In a heartbreaking moment, Smith tells the operator on the other end of the radio: “Dispatch, please tell my family I love them.”

A bystander appears at the scene, and does what he can to help Smith and keep him calm. Two women who appear to know Smith personally approach as well.

Panicked, one woman asks if Smith knows who shot him. Another woman prays: “In the name of Jesus, you shall live. In the name of Jesus, you will not die!”

Soon, sirens can be heard, an ambulance arrives, and Officer Quincy Smith is taken to the hospital.

He survived.

The incredible footage is difficult to watch, but it should be seen. In a time when police officers are regularly vilified for the actions of a few, videos like this remind us that the great majority of law enforcement officers risk their lives every day so that we can live safely.

Fortunately, in large part because of the footage taken by Smith’s camera, Malcolm Antwan Orr was sentenced Wednesday to 35 years in prison for attempted murder and “possession of a weapon during the commission of a violent crime.”

I also like seeing yet another demonstration of how useful cop-cams are for the public and for juries to see after the fact. The camera is a very compelling witness.

Hindsight or not, I'd bet that that officer's interaction with the perp will be widely used in police training videos.

The cop was too lenient, too unwilling to take forceful action when the suspect began to resist arrest by refusing to stop multiple times.

Again, with the benefit of hindsight, I agree.

But here we have yet another encounter between a white cop and a black suspect. So right away the cop is thinking that he has to go easy.

I believe the officer had his taser out because he expected the guy to run. When he kept walking away, that should have set off alarm bells. At that point he should have tased him or drawn his gun.

But, with the cop's luck, the guy could have a heart condition and die. Or he's deaf. Or retarded. Or off his meds. Or he's not even the right guy.

Annnnnd here we go again -- trigger-happy white cop assaults innocent black man who was simply walking down the street. The department settles for $3 million and he's forced to resign, never to work again.

Don't tell me all that didn't flash through his mind. And he almost died because of it.

Well, you were doing what we all do: constructing a mental picture of the scene.

You are steadily concerned with police not feeling they can do anything without getting sued or even prosecuted. So in an ambiguous video like this one, you read into it your own mental agenda. Grinding your favorite ax, so to speak.

We all do this all the time. We read ourselves into the stories we read. Cop threads, both for pro-cop types and anti-cop types, are good examples of this. Human beings are not neutral readers or neutral witnesses, even when we're sure that we are.

After three or four "Stop!" commands, even I knew he had to fire that thing.

I didn't count them all but he must have yelled Stop at least 25 times. And he knew that the perp had looked at him pointing the taser.

So the perp had reason to think that this cop wasn't going to shoot or do anything at all.

It is a different calculus when a criminal in possession of a gun is in a situation like this. Their incentives and motives are way different than some petty vandal or scofflaw type.

The officer sounded and looks pretty young. Not enough training or experience probably.

Long time, no see. Been busy keeping those mobs at bay from your rooftop?     : )

I always get a kick out of that.

You could do a second-by-second commentary on that video, replaying the line of thought that the perp had for each time the officer yelled "Stop" and did nothing to enforce that. My thinking is that after yelling "Stop" 20 times and the perp turning around to see that the cop was only holding a taser and seemed unlikely even to use it (let alone a firearm), the perp (who was worrying about a weapons charge and some jail time) started thinking "maybe I can pull my gun, cap this cop, and make a getaway but if I don't act now, other cop cars will show up and I'll miss my chance to shoot and run and escape entirely". At some point, the perp was thinking some variety of this line of thought and then took action against the Cop-Who-Only-Yells.

After yelling "Stop" 25 times, the cop was almost advertising that he wouldn't shoot and wouldn't tase. It changes the entire calculus for the criminal holding a weapon at close range but not yet in custody.

I'm not saying the cop was asking for it. I feel badly that he wasn't trained to defend himself and apprehend suspects more capably. But his extended impotence in enforcing his will to stop and search and question the perp made it more and more likely, second by second, that the perp would make a violent assault or try to use a weapon.

At some point, every cop has to make perps and suspects and even law-abiding citizens obey them and "Respect My Authoritay".

Of course, we shouldn't be too hard on this young cop either. He's young enough that he's probably a civilian, not a veteran of the Bush wars. He's in a little podunk town that probably doesn't invest in good training. The failing was more in his supervision and training than in him personally, I think. And you can't discount his obvious lack of experience either. Frankly, he's lucky to be alive.

You must have a very old machine or you're using a very old version of Windows on it.

New computers are pretty cheap. $400-$500 can get you a powerful machine. It's been 5 years or so since we saw any budging from dual- or quad-core CPUs in the range of 2.5GHz (cheap) through 4.0GHz (expensive). If you want high-end 3d games, you have to spend for a big video card but even built-in Intel graphics will work for YouTube vids up to 1080p. And most of us no longer use Flash video, everyone has gone to HTML5 video extensions. Which do also work at YouTube.

AMD seems to have finally found a way to compete head-to-head with Intel using their new Ryzen CPUs. A lot of multi-core CPU power, a lot cheaper than Intel. If you're shopping at all, check them out.

If you're still on Internet Explorer, you might try switching to Google's Chrome browser. Stone loves it. And you can disable most of the spying it does pretty easily if you just don't use it with your Google account.

If you're shopping for a computer, you should be shopping carefully for both Intel and AMD machines. Intel's prices are coming down and AMD's new Ryzen chips are just coming into the market in quantity. A few months from now, you'll have a good window to do an upgrade, prior to Black Friday 2017.

I'm looking for a computer with everything built into the screen (even the speakers, if possible) with a standard remote keyboard and mouse. For <$500. No tower. No laptop.

I've seen what they call the "All-in- one", but those look like glorified touch-screen Ipads with a stupid flat keyboard.

Those are just glorified laptop parts built into a larger screen. As you probably know.

They are not as expandable or serviceable. And HP and Apple get a high price premium on their units.

I'd still recommend going with a mini-PC and separate screen. Barely any more money but a lot more flexible. Some of those tiny PCs are quite powerful and very small.

I'm currently using a 2012 Mac Mini with a quad-core 2.3GHz i7 CPU and 16GB RAM and Intel 4000 graphics and a 512MB SSD. I use it with a vanilla 24" Dell monitor. Does everything I want, very snappy. But I don't expect to play high-end video games either because for that you need recent high-end video cards. I do play a few old XP games on Windows XP SP3 via a VMware virtual machine which just opens a window of 1024x768 on my desktop and lets me play an old favorite game. I'm too lazy to learn to play newer games anyway. So I can let my WinXP virtual machine run with a core at full tilt and still have 3 more cores to run my browsers and other apps on the Mac side of things.

You can do similar stuff with lots of Windows or Linux machines. You can even migrate your full Windows setup into a VMware virtual machine on a new computer. It really fends off a lot of upgrade anxiety if you know you can keep running all of your old stuff and slowly migrate into using the native apps of your new machine. And, if you're like me, you just keep a few backups of these virtual machines, as I do with my WinXP gaming and emulation setup. And the moment you start to suspect that it may be infected or acting strangely, you just restore one of your backup virtual machines and your problem is gone in 10 seconds. It is a very compelling solution if you're paranoid about security.

I thought maybe I should give some idea of what I consider to be a useful machine. You'll have other priorities but I thought I'd tell you what I think a minimum useful modern machine should offer.

Over the next 3-4 months, those Ryzen CPU machines will make very compelling choices for a lot of people. And Intel is already dropping their prices to match the Ryzen threat. The winner? Shoppers for new computers. We're entering a new wave of CPU price wars between Intel and AMD. It's a great time to buy if you need to.

I agree. Two warnings were enough. It's not like the guy didn't hear him because he turned around and looked at him. It was even obvious to me he wasn't going to comply,and since he had his hands in his pockets,I would have lit his ass UP with that taser.

Also,the guy that was helping him should have never laid him down on the ground. The man had a freaking neck wound,so why add gravity to the blood flow?

The good news is the guy didn't put a tourniquet around his throat.

Yeah,but consider the circumstances. This wasn't Detroit or Chicago. Small town with a small population,and very little violent crime. Probably been decades since a cop was murdered there,if ever. The cop might have even recognized the guy or known his name,and didn't really feel threatened until it was too late to do anything but bleed.

Another thing to consider about small towns is the people that live in them tend to be a LOT less tolerate of anyone putting guns in the faces,even people wearing badges,and if you do it on a regular basis,somebody is going to kill your ass.

I've lived in rural areas,small cities and really big cities,and I tell people that there are no crazy people in rural areas,running around beating,shooting,cutting,or otherwise harming innocent people. Or even any cats or dogs tortured.

The reason for this is that sort of behavior shows itself early,and the children that do things like that tend to die in "tragic" boating,hunting,or farming "accidents".

Crazy people are just crazy. They aren't stupid. The ones that are even a tiny bit slow are the ones with the "accidents". The others move to big cities where they can hide and not be obvious,and who knows how many people they hurt or kill before they get caught and reach the headlines or tv news shows?

Yeah,you can run into a BUNCH of adults in small towns or rural areas that don't mind giving you a dirt nap if you screw with them,but they will always warn you first,and the general attitude seems to be "Well,he WAS warned...." if something bad happens.

A pretty small town. Estill is ~2,040 people (2010 census) and is 16% white and 77% black.

I think that every cop has to be credible to enforce the law, from the smallest burg to the biggest city. The cop's first job is to make everyone "respect my authoritah".
