Stone has obviously never applied for a building permit. Especially not for one for new construction in a coastal area where you need approval by the Coastal Area Management Act,the Army Corps of Engineers,local,and state officials,and sometimes,even the freaking EPA.

If you expect to use public roads, you pay for the privilege. Just as you pay for the privilege of a drivers license to operate a vehicle on public roads.

I think you will find there are codes that prohibit vehicle with expired registration to sit in the driveway. There are codes that prohibit vehicles to be parked off the driveway and in the yards around the residence except temporarily for loading, cleaning and so forth.
