OK. When I first saw this, I faulted the driver of the car. Seems obvious. But then I looked again and saw a few mitigating factors.
The two cyclists were going slow, side-by-side on a two lane road where the speed limit had to be at least 55.
Second, this was a no-passing area (double yellow line), meaning there was no way to legally get around them. You had to go their speed -- which was crawling.
Third, at the very beginning of the video, you can see a white truck which did pass by swinging well into the oncoming lane, placing himself in danger by so doing.
Lastly, the second driver, who was having none of this, passed and swung back into his lane a little too quickly.
Who in the f**k did these rude and ignorant cyclists think they were, hogging the road with their antics, with cars stacked up behind them unable to legally pass? Where's the courtesy of moving to the right to allow them to pass?

So either he's not guilty because he should be excused for not being able to control his car, OR he's not guilty because the hit was intentional but well deserved.
While I could understand that you would consider running people over with possible deadly outcomes is a suitable punishment for alleged traffic infractions, before there is any judge even agreeing an infraction occurred, he also failed to stop after the incident. Hit and Run is probably going to net this guy a far worse punishment.
Are you aware the driver was probably not a cop? Wouldn't that influence your decision?

He should be, and likely will be convicted for not stopping. His best defense is to claim being unaware that he hit the cyclist, but if that's the case, he perhaps shouldn't be driving.

Well, it depends on which planet your from. If you're from earth, then such a suggestion would be ludicrous.
I wouldn't convict him. In fact, I applaud him for his restraint in not stopping then backing over the cyclist.
Obviously, you are not serious, but regardless of whether you are or not, that comment proves your worthlessness to any rational discussion about justice.
