They pre-empt and nudge. Do things you didnt ask them to and wont do things you want them to. They turn on and off- at random, according to their own lights. They are not broken, either.
Which means, of course, they cant be fixed.
They seem to literally have a mind of their own and in a very real sense, they do. They are programmed to guess/intuit/anticipate your needs whether you need them to or not.
It is like having an insolent intern or personal assistant who is useful to you in some ways but an aneurism-inducing aggravation in other ways. And unlike the intern or PA whom you can fire and replace with a more deferential one who actually does do what you ask without giving you lip or funny looks or unsanctioned advice and doesnt do things you didnt ask them to electronic gadgets are pretty much all the same. In particular, their annoying penchant to pre-empt; to nudge you along certain pathways of the softwares that is, the programmers choosing.

Literally, an alarm will sound and the only way to shut the thing up is to buckle up the laptop or the sandwich.

I see distracted driving constantly. Even semi drivers go weaving down the road, going off on the shoulder or crossing the line.
Just shut off those phones when the vehicle is in motion. I suppose you could make some exemption for calls or texts from an emergency agency.

I think this should be handled at the local level. Cities have a big incentive to pass such a law. Out here where I'm driving on a deserted road much of the time, I can manage my phone -- and I don't need some trooper lurking behind the bushes pulling me over because he claims he saw my phone.

One woman held up highway traffic texting while on an acceleration ramp. Me and two other drivers were trying to figure out if she was going to come on the highway (no signal indicated but that means nothing today) or was going to get off at the next exit. She ended up making a decision before hitting the exit sign.

Maybe the car manufacturers should start with gadgets which detect explosives and a hint of falafel on the breath. They could reduce car/truck bombs. Or a pedestrian detection device via GPS where if a truck drives on a sidewalk or into a market square the engine automatically shuts down.

That's the slippery slope. There are many other distractions -- fiddling with the radio or CD player, looking at a GPS display, DVD players in the car, eating and drinking while driving, talking on the cellphone, misbehaving kids in the back seat -- that can cause accidents.
My solution is this. If the driver causes an accident that results in injury to other's lives or property, charge them for that. If that accident was influenced by drinking or other distractions, add to the charge.
I am not real comfortable with arresting adults for some harm they might do.
Ok, I'm not immune to changing my mind. I'll admit that I don't drive in the city much so I don't know how bad the problem may be. Occasionally I've been irritated by someone focused on their phone out here in the country or in our little town. And I'll admit that I like to talk on the phone when I drive. Frequently I use the bluetooth thing in my ear.
However, what I saw on those sites is old data, 2010 or older. (The NHTSA site is a joke, right?) I would prefer to look for a tech solution rather than passing some more prohibitions. Hands free texting has got to be feasible by now -- text to speech and speech to text.
I occasionally get a text while driving and I have a one button "I'm driving" reply, although I will answer an important one. Typically if it's going to be involved I'll pull over. But a short text I'll do holding the phone up on top of the steering wheel. Again, I'm out on nearly deserted roads and have a long history of steering with my knee while doing something else. Last wreck was nearly 40 years ago, when I got creamed by a drunk driver coming over the brow of a hill.
From the stats I saw, drunk driving is still far more deadly. Drunks speed and simply don't have the coordination to control the vehicle.
