New Hampshire cops accompanied by a member of the SWAT team escorted a Marine Corps veteran out of city hall last Monday after he attempted to pay a parking ticket with pennies.
Manchester police not only violated the Coinage Act of 1965 that states all coins are legal tender for debts by escorting Billy Spaulding out of city hall, they violated his friend's First Amendment rights by claiming he needed their permission to record the interaction.
Spaulding knew they were well within the law, but ultimately obeyed police as they escorted he and his friend out of city hall on March 27.
Spaulding, who spent eight years in the Marines, was also open carrying a pistol that day, which is legal, but thankfully, police respected that law.
Then, on March 31, after speaking to Manchester police and pointing out the law, Spaulding was permitted to pay his $75 ticket for parking next to a fire hydrant at the Manchester City Hall.
Spaulding paid his ticket on Friday, but found himself at the police department later that day to complain after the mother of a Manchester police officer who began trolling his Facebook page by calling him a "dumbass" and telling the veteran her son is a hero. 
Ryan Hardy was not present during either interaction Spaulding had with police while attempting to pay his fine, but his mother felt the need to troll his Facebook page anyway.
Spaulding, who has a legal license to carry a firearm, told PINAC he was forced to walk through a metal detector Friday after he opted to refuse a search by police at the Manchester police station, where New Hampshire law specifies it's not legal to open carry.
After being told he could not record during the first attempt to pay, Spaulding's friend recorded the entire interaction of Spaulding paying his fine in pennies while open carrying.
"Part II, they didn't except it the first time. I went down to the Manchester Police Department. They said they have to take it," Spaulding says. "The parking coordinator is not going to like me. But the law is the law."
Video of the first interaction was cut short due to police telling Spaulding's friend he could not record at city hall .
PINAC will update the story upon receiving the entire video, which Spaulding has requested.

Interesting. I remember hearing a story of a guy in SE Ohio that went in & paid his property taxes in change ( pennies, nickels, dimes, & quarters ). He waited while they counted it out. He wanted his buckets back, and his receipt.

Of course Billy Spaulding is allowed to pay his parking ticket in pennies while doing an open carry and the chief clerk accepting those pennies as payment has the right, and obligation, to accurately count those pennies. Had I been the chief clerk at this Manchester court house, I would have informed Billy when he arrived to pay his parking fine with a huge bucket full of pennies that I had no one to count the pennies at the moment and he could wait there until I get someone to count the bucket full of pennies, or come back tomorrow when I will have someone to count the pennies. Then as chief clerk, I would hire 3 temporary clerks to come in the office doing open carry, bring cots and a few days supply of food. I would have the first temporary clerk start counting the pennies one at a time….one penny every ten minutes, while the other 2 clerks took a nap or bathroom break and waited their turn to relieve the penny counter at the desk, When, Billy Crystal needed to go to the bathroom, or leave the window for any reason over the next few days….I would have the clerks start the count all over from the very beginning upon his return to show Billy Crystal they were honest and not making a mistake while counting his bucket full of pennies. As chief clerk, I also would hire a cameraman, and 2 relief cameramen to record the days and days long episodes of the counting….recording the count from an angle so as to have Billy Crystal and his cameraman in view at all times. If Billy Crystal wanted to be smart ass with me and have his 15 minutes of fame, I would show him I could be a bigger smart ass and give him 3, 4, 5 days [or however long it took] of fame. I am reminded at this point of a story from years past …. The woman was out of money to buy her next bottle and she knew the man had a $20 bill in his pocket. The woman told the man she bet him $20 she could pee higher on the wall than he could, but she would set the rules. The man agreed and they both went to the wall to pee. The woman lifted up her dress, pull down her panties and peed against the wall. She then told the man: “There, beat that.” The man unzipped his pants, took his penis out in his hand and pointed his penis at a higher point than her pee point on the wall. The lady immediately shouted at him: “Unh-uh….no hands!” N'est-ce pas vrai …
No one is impressed by your personal history. Had I been the chief clerk at this Manchester court house, I would have informed Billy when he arrived to pay his parking fine with a huge bucket full of pennies that I had no one to count the pennies at the moment and he could wait there until I get someone to count the bucket full of pennies, or come back tomorrow when I will have someone to count the pennies. Had you watched the video, you would have seen that the pennies were in rolls of fifty. But as we all know - anyone who challenges the system or engages in any type of lawful protest is a criminal scumbag to freedom-hating, braying jackasses like you. Imagine that! So what? I would have broken open the rolls and counted each and every one of the pennies. My point still stands. He wants to be an asshole....I would treat him like an asshole.
Your anal-retentiveness has been displayed ad nauseum here, but never quite so poignantly. All a smart person (that leaves you out) would have to do is count the pennies in one of the rolls, put them back in the roll and compare the length to all the other rolls. Or they could just be a persnickety little prick like you and whine about having to do your job. He wants to be an asshole....I would treat him like an asshole. I only see one asshole on this thread. Look in the mirror before you start with the projecting. The pennies in the first video were not in rolls. The two cops were not SWAT. Stop with the posting of LIES ... Asshole ...
Scroll ahead to the 7:00 minute mark liar. In the third video, you can see the cop counting out the ROLLS of pennies (1:30). The two cops were not SWAT. One of them was liar.
