They're not partisan appointees. They're career staffers who span multiple administrations.

They are confirmed loyal diehard “card carrying” Democrats whose employment span multiple administrations and need to be "drained from the swamp.”

Oh,it's worse than that. I bet if you were to check the family blood lines of the top administrators you would discover family linkages that go all the way back to right after the Revolutionary War.
They are in fact a shadow government. Sometimes that works for peace because they work for economic stability because it's good for business,but at other times they work for war because someone has taken over another government,booted out their family representatives in that nation,and shut down their profits and their influence. That's when they want to go to war.
