Rand’s primary concern is of course the draft bill he wishes to pass….and that is as it should be. But he did not need to make a complete ass of himself with all of the dramatics, dragging a portable copy machine behind him all over the Capitol Building. I feel certain that every media would have given him ample time to express his position and reason….if only he had requested it. That would have shown more dignity than having the press trail him over to the House and hastily call a news conference whining that the “the big boys want let little ole me in.” I was actually on the way to gaining some respect for Rand after his defeat in his run for POTUS and the otherwise strong action he has been taking lately in the Senate. But this antic placed him back on my sh*t list….and rightly so. Right now, I think Rand is too impressed with the power he “thinks” he has.
None of the Democrats are voting for Trump's cabinet nominees. Does that mean they all believe his nominees are unfit, or is it simply a protest vote? There's your answer.
He did get the cameras and some news blurbs on FNC and FBC, probably CNN and others too. I bet he thinks it was a success. It's uphill to rally the remaining Tea Party folks to weigh in and put pressure on their congresscritters.

You may be surprised to learn that the voting rules haven't changed in a few decades, but the customs have. In both the Senate and the House, you still need a majority (50%+1) to pass a bill and in the House, that's the only consideration. However, the rules in the Senate are a bit more complex. If the bill makes it to a vote, it needs only 51 votes. But you can debate as long as you wish before it goes to a vote. You can force someone to stop deliberating by a cloture vote and that takes 60 votes. But you need to debate before it gets to a vote. The Senate fancies itself the "world's greatest deliberative body", and they'll deliberate as long as somebody wants to. You can force them to stop deliberating by a cloture vote, and that takes 60 votes. It took 67 votes at one time to invoke cloture. That was changed in 1975 so that it wasn't just a talking contest. when that happened, it became possible to block any measure forever if you had 41 Senators. This was done rarely for a long time, not because of the rules but because of the customs. In recent years, the use of filibusters has spiked, and it is now considered essentially mandatory on any bill except the most banal. So ignorant one, it ONLY takes 51 votes to pass a bill in the Senate and the House….and it takes 60 votes to stop someone in the Senate from filibustering….to pass a bill with 51 votes. Therefore, can you tell me unambiguously what Ryan is dishonest about in a draft bill that no one has seen, and has no requirement to see…a draft bill that is still in being worked on in committee and continually coordinated for changes with Senate counterparts and the WH? I haven’t seen no evidence that Ryan is dishonest in any way about this draft bill. If there is such evidence….I really would like to see it. I am not seeking confrontation….I am seeking information.
The “tentative ideas” being drafted in the house changes from minute to minute. The cost estimate, legislative language or policy details are in continuing evolution. There is no way the public could be kept informed on the numerous negotiated compromised changes and improvements. It is a thousand page bill that word by word is literally being modified throughout the day with coordination between the House, their counterparts in the Senate and the WH. The Republicans in the House are diligently working for a deadline to repeal legislation by the end of the month and send it over to the Senate. The Senate leaders are seeking to vote by April 7. The whole process is still so fluid and bogged down by policy disputes like the one Rand Paul has as to whether there should be refundable tax credits which he sees as an entitlement. Among other things, there is also contention about whether a Medicaid expansion is going to be repealed and how to pay for it. So you want the public to see 1000 pages of “tentative ideas” that are changing by the minute? I repeat: How is that possible?
Publish it on the internet. Then update the publication from time to time.

The House bill is a work in progress. Paul Ryan briefed a group of Senators on the House working draft bill. Rand Paul was in that meeting and didn’t like a few things in the House bill….points that are still under consideration and being negotiated. It was reported that Rand Paul “stormed” angrily out of the meeting. Now, Rand Paul is only grandstanding trying to promote his draft bill. He wants to do that by publically nitpicking an ever changing work in progress House version of the bill. Nothing wrong with the people seeing what our representatives tentative ideas are.
