WASHINGTON President Donald Trump's administration plans to consider almost all illegal immigrants subject to deportation, but will leave protections in place for immigrants known as "dreamers" who entered the United States illegally as children, according to official guidelines released on Tuesday.

The Department of Homeland Security guidance to immigration agents is part of a broader border security and immigration enforcement plan in executive orders that Republican Trump signed on Jan. 25.

Former President Barack Obama, a Democrat, issued an executive order in 2012 that protected 750,000 immigrants who had been brought into the United States illegally by their parents. Trump has said the issue is "very difficult" for him.

Trump campaigned on a pledge to get tougher on the estimated 11 million illegal immigrants in the United States, playing on fears of violent crime while promising to build a wall on the border with Mexico and to stop potential terrorists from entering the country.

Trump's planned measures against illegal immigrants have drawn protests, such as an event last week that activists called "A Day Without Immigrants" to highlight the importance of foreign-born people, who account for 13 percent of the U.S. population, or more than 40 million naturalized American citizens.

A banner declaring "Refugees Welcome" was posted on the base of the Statue of Liberty, a symbol of American acceptance of immigrants, before park rangers removed it on Tuesday, WABC television reported.

DHS officials, on a conference call with reporters, said that although any immigrant in the country illegally could be deported, the agency will prioritize those deemed a threat.

These include recent entrants, those convicted of a crime and people charged but not convicted of a crime. Some details of the guidelines were detailed in a draft memo seen on Saturday.

HIRING MORE AGENTS

Many of the instructions will not be implemented immediately because they depend on Congress, a public comment period or negotiations with other nations, the officials said. Mexican immigration officials immediately objected to part of the new rules.

The guidance also calls for the hiring of 10,000 more U.S. Immigration and Customs (ICE) agents and 5,000 more U.S. Customs and Border Protection (CBP) agents.

The DHS will need to publish a notice in the Federal Register subject to review in order to implement one part of the plan that calls on ICE agents to increase the number of immigrants who are not given a hearing before being deported.

The new rules would subject immigrants who cannot show they have been in the country for more than two years to "expedited removal." Currently, only migrants apprehended near a U.S. border who cannot show they have been in the country more than 14 days are subject to rapid removal.

The memos also instruct ICE to detain migrants who are awaiting a court decision on whether they will be deported or granted relief, such as asylum. DHS officials said they are reviewing what jurisdictions may have laws in place that prevent the amount of time immigrants can be held.

The agency also plans to send non-Mexican migrants crossing the southern U.S. border back into Mexico as they await a decision on their case. The DHS officials said this plan would be dependent on partnerships with the Mexican government and would not be implemented overnight.

The guidelines were released a day before U.S. Secretary of State Rex Tillerson and Homeland Security Secretary John Kelly were due in Mexico City for talks with President Enrique Pena Nieto and Mexican officials.

An official from Mexico's Foreign Ministry said the government would tell Kelly's team to that it was "impossible" for Mexico to accept deportees or asylum applicants from foreign countries, and would ask them to explain their plan.

The deportation of Mexicans would be one of the government's major concerns at the meeting, said the official, who declined to be named.

A spokeswoman from the Foreign Ministry did not immediately respond to a request for comment.

If I were president,I would do the same. Reluctantly,but I'd do it. It was not THEIR fault they were brought here as children or born here,but here they are. I have personally known and worked with some of them that couldn't even speak Spanish because it was forbidden to speak anything but English in their houses. Do you seriously want these people sent "back" to somewhere they have never been that is a foreign country to them and they don't speak or understand the language?

Having said that,there MUST me some conditions,

1: ANY of them found to be sheltering illegals lose their protected status,and are to be immediately deported to the country their parents came from.

2: If we "give" something,we should "get" something. That "something should be "NO MORE ANCHOR BABIES,NO MORE INSTANT CITIZENSHIP'S!"

The numbers of the Reagan Amnesty increased 13 X as of 2002 because of "Chain Migration". It just keeps increasing at a faster pace over time.

The two BIG issues:
1) Birthright Citizenship
2) Chain Migration

Until those are resolved --Send them and their illegal alien relatives home, so that they can be reunited with their Grandparents, Cousins, and family in their homeland. IMO the Democrat and Republican party will NEVER fix these issues, so deportation is the only option.

Chain Migration

"The United States has been engulfed by what seems likely to be the greatest wave of immigration it has ever faced....The extraordinary truth is that, in almost all cases, Americans will have little...to say over the arrival of these new claimants on their national community[.] U.S. law in effect treats immigration as a sort of imitation civil right, extended to an indefinite group of foreigners who have been selected arbitrarily and with no regard to American interests."

In 2001, the United States admitted 1,064,318 immigrants--enough people to create a major city the size of Chicago. Why is immigration so high? One of the reasons is chain migration. In chain migration, one immigrant sponsors several other immigrants for admission, who then sponsor several others themselves, and so on. Naturally, chain migration drives immigration numbers up; annual immigration has tripled since chain migration began in the mid-1960s and has led to additional millions consigned to visa waiting lists.

Chain migration happens because present U.S. immigration policy is based on the principle of broadly defined family reunification; immigrants are able to sponsor their relatives back home to be admitted as immigrants here.1 In other words, most immigrants are admitted simply because they have a relative here who sponsors them, not because of what they might be able to contribute to our society.

Because of the chain reaction described above, immigration numbers continue to rise. Under the "immediate relatives" category, the parents, spouse, and children of a U.S. citizen are admitted without limit. Therefore, once the law was changed in 1965 to create the so-called family reunification system, chain migration caused the numbers in this category to steadily rise. Five years after chain migration began, the number of immediate relative admissions had nearly doubled (from 32,714 in 1965 to 79,213 in 1970); ten years after, it had almost tripled (to 91,504 in 1975); 15 years after, it was nearly five times higher (151,131 in 1980); 20 years after, it was nearly six times higher (204,368 in 1985); 25 years after, it was seven times higher (231,680 in 1990); less than 30 years after, it was eight times higher (249,764 in 1994); and in 2001, 36 years later, the number of immediate relatives admitted 443,964-over 13 times higher.

Since most immigration categories have a limit to the number of people who can be admitted each year, immigrants' relatives back home must often wait for years to be admitted. Because of chain migration, over three million aliens have been told they are eligible to immigrate but have to wait. Many of them do not, figuring that, since they are eligible anyway, they should not have to wait for the U.S. government to get around to doing the paperwork. In this way, chain migration-and the expectations and long lines it produces-increases illegal immigration.

The problem will get worse. The illegal aliens given amnesty by Congress in 1986 are now fueling naturalization in record numbers. As these former illegal aliens become citizens, all of their immediate relatives qualify to come immediately to the United States, and start new migration chains of their own.

The U.S. Commission on Immigration Reform (USCIR) studied the issue of chain migration and proposed limiting family-sponsored immigration to only the spouse and minor children of a U.S. citizen or a legal permanent resident (LPR) and the parents of a U.S. citizen (as long as they are supported by the sponsor)-with a ceiling of 400,000 per year. This compares with family-sponsored immigration in 2001 of 676,107 people. What would be cut would be visas for siblings of U.S. citizens and adult sons and daughters of both U.S. citizens and legal permanent residents (LPRs).

Unfortunately, Congress has not yet acted to eliminate either the immigrant backlog, nor, more importantly, the system of chain migration that causes it. Ignoring the recommendations by the bipartisan USCIR that would have begun to rationalize the system, Congress has failed to fix the soaring levels of immigration which it created (inadvertently, according to some of its sponsors).

[1] Four of the five admissions categories for family immigration are reserved for U.S. citizens. This means that immigrants must become naturalized citizens to be able to sponsor relatives in those categories. An immigrant is eligible for naturalization five years after being admitted as a legal permanent immigrant (three years for the spouse of a U.S. citizen).
