A deputy with the Sarasota County Sheriff’s Office is facing charges after exploiting and extorting an elderly woman over the course of a month. He also faces a charge of attempted murder after he tried to force sleeping pills down her throat in order to make it appear she had committed suicide after she filed a harassment complaint against him.

The unnamed victim stated that she originally met Deputy Frankie Eugene Bybee after he responded to her house on a service call in October. He then continued visiting her both on and off duty, acting as if he was a friend and wanted to help her in order to gain her trust. Shortly after, the victim was hospitalized.

Bybee then convinced her to pay him $1,000 to watch her dog during the time she was in the hospital. Instead, he sold the dog on Craigslist on December 20th. Later that month, he gained access to her check book and wrote checks in her name to himself and three of his children. The victim filed a complaint with the sheriff’s office when she discovered the checks, which totaled $65,000, on January 9th.

Three days later, Deputy Bybee broke into her house and attacked her. During that attack, he attempted to force her to swallow sleeping pills, then propped her garage open with her car running in order to allow the house to fill with carbon monoxide after she passed out. Fortunately, she regained consciousness in time to thwart his attempt to make it appear that she had committed suicide.

Via the Miami Herald:

While the woman was hospitalized, Bybee took the woman’s dog and a check for more than $1,000 in case the dog needed care. Knight said Bybee deposited the check and “rehomed” the dog on Craigslist.

On Jan. 9, four checks from the woman in an envelope addressed to Bybee were written out to him and his three children for a total of $65,000. When the sheriff’s office found his fingerprint on the checks after the victim said she didn’t fill them out, Bybee was placed on administrative leave.

Three days later, according to the probable cause affidavit, the woman, who was not identified, was sitting in her living room when she said Bybee broke into her house wearing dark clothes and blue latex gloves. He was “agitated and angry” that her complaint put him on administrative leave.

According to the affidavit, Bybee grabbed the woman’s face, forced an unknown pill in her mouth and tried to force her prescription sleeping pills down her throat.

The woman passed out and woke up to find her garage door open and her car engine running.

“Our investigation revealed that Bybee attempted to kill the victim and make it appear to be a suicide,” Knight said.

Knight said the sheriff’s office initiated the paperwork for his termination.

Bybee faces charges of larceny, exploitation of the elderly of $50,000 or more, forgery, burglary of an occupied dwelling, battery on a person 65 or older and attempted murder.

In response to the allegations, Sarasota County Sheriff Tom Knight stated:
“It is beyond unacceptable that an individual who works in a position of trust and guardianship to their community, is capable of such heinous crimes. His actions are a disgrace not only to our agency. but to law enforcement professionals everywhere. I hope he gets prosecuted a little bit more exceptionally than a normal criminal because he used the uniform for public trust.”
I wouldn’t hold your breath on that, though. Like most “Bad Apples,” there were already plenty of previous red flags and opportunities to remove him from the barrel that instead resulted in a slap on the wrist or no consequences at all. Prior to this, Deputy Bybee was the subject of five internal investigations. Only two of those resulted in any discipline at all and he ended up with a one week suspension in each of those two cases.

If any of these allegations are supported, the cop should be publicly hung in uniform until he rots next to a sign describing his infractions. If there is any indication that one or more of his supervisors attempted to protect him, they should be hung beside him. Photos of their hanging should be permanently posted at the sheriff's office.

It was the woman's fault for resisting when the heroic officer attempted to do his job by forcing the pills down her throat. He obviously feared for his life from the dog which was why he had to get rid of sell it.

Bybee may well be a guilty dirtbag, but some of the evidence set forth in the article seems questionable.

Wouldn't his fingerprint be on the checks regardless of who wrote them? The article says they were in an envelope addressed to Bybee.

Just for clarification, my comment was to an ex-cop regarding it being inconsistent with an experienced detective intending to kill his victim and staging the scene in such manner. By leaving the door open, the carbon monoxide, lighter than air, had to build up throughout the house from the top down, rather than in the limited garage area.

Normally a garage door refers to the door which permits ingress and egress to a vehicle. It does not normally refer to a door which permits ingress to and egress from the kitchen by a person.

In one of the articles refers to something neither linked nor sourced on this thread. I reviewed several, not knowing specifically what you referred to.

I have no idea why Bybee would be arrested because the door to the kitchen was open. If the intent is to kill the victim, I have no idea why an experienced detective would leave a door open to stage a suicide.

SARASOTA COUNTY, Fla. (WFLA) – An 18-year veteran of the Sarasota County Sheriff’s Office has been arrested on numerous charges, including attempted murder.

Sheriff Knight said allegations that Frankie Eugene Bybee, 46, was harassing a 79-year old woman led to an investigation into the deputies actions.

Sheriff Knight asserted Bybee took care of the elderly woman’s dog, visited her in the hospital and introduced her to his family – all in an effort to gain her trust.

The initial reports began on December 20, 2016 with the woman claiming the deputy was supposed to be watching her dog while she was ill and in the hospital. Instead, the deputy is accused of selling the dog on Craigslist. stealing checks from the victim’s house and writing them to himself and his children in the amount of $65-thousand.

According to arrest affidavits, on January 9, four checks were written to Deputy Bybee in the victim’s name. Investigators say, the former deputy is accused of stealing checks from the victim’s house and writing them to himself and his children in the amount of $65-thousand.

Three days later, on January 12, the victim told officials Bybee entered her home through an unlocked door. The victim said Bybee was dressed in dark clothes and wearing latex gloves.

According to the arrest affidavit, Bybee was agitated with the elderly woman for filing an initial complaint with the sheriff’s office.

The victim told officials the suspect “grabbed her face with his gloved hands and pressed hard against causing her to bleed from her mouth,” the affidavit stated.

The victim stated, Bybee tried to forced a handful of unknown pills into her mouth while placing his knee in her pelvis before trying to “force” the victim to take her own tranquilizer medication that was used to help her sleep, the document stated.

The victim lost consciousness for a period of time before regaining conscience-ness and noticing her kitchen door ajar to her garage, her car running and the house filling with carbon monoxide.

“It is beyond unacceptable that an individual who works in a position of trust and guardianship to their community, is capable of such heinous crimes. His actions are a disgrace not only to our agency but to law enforcement professionals everywhere,” said Sheriff Tom Knight.

During this time Bybee asked the victim for her personal financial information and was able to gain access to her home. He visited the victim in the hospital to further his relationship with her.

On January 9, 2017, Sarasota Sheriff's Office received evidence of four checks made under the victim's name written out to Bybee and his three children for $65,000. The victim told detectives that she did not write the check and fingerprints left on the check positively linked Bybee to the forgery.

SCSO moved to place Bybee on administrative leave immediately after the revelation.

Three days later, the victim called deputies to her residence after she was allegedly forced to ingest prescription medication by Bybee after he physically dominated her and forced the pills into her mouth. She lost consciousness but awoke and alerted SCSO.

Deputies found that the garage door was left open and the house was filled with carbon monoxide after her car was left running. Detectives ascertained that Bybee was attempting to cover up his crimes by making the scene appear to be a suicide.

So, Bybee force-fed her sleeping pills, she lost consciousness, the kitchen/garage door was open, the car was running, the house filled with carbon monoxide, and the victim woke up.

Was this a new form of carbon monoxide that causes people drugged into unconsciousness to wake up?

Missing from these stories is any comment on whether the checks were ever cashed.

SARASOTA (FOX 13) - An 18-year veteran of the Sarasota County Sheriff's Office was arrested Monday morning for the attempted murder of an elderly woman. Deputy Frankie Eugene Bybee, 46, faces felony charges following a criminal investigation into allegations of harassment.

Sheriff Tom Knight said Bybee's actions were first called into question back on December 20, when a 79-year-old woman reported he was harassing her.

According to Knight, Bybee befriended the woman after responding to her home on October 21 for a call. After that, he began making regular visits to her home while both on and off duty. He also introduced her to members of his family.

"He used his children to gain money and trust from her," said Sheriff Knight.

Bybee allegedly took possession of the woman's dog while she was hospitalized, and he received a check for $1,000 from her in case the dog had any medical needs. But investigators say Bybee deposited the money into his account and told detectives he found a new home for the dog on Craigslist.

The victim told investigators that Bybee only had permission to watch her dog while she was in the hospital, and that he did not have permission to re-home or sell the animal.

Sheriff Knight also said Bybee received multiple checks, totaling $65,000, made out to himself and his children from the elderly victim. But she claims she never wrote or signed any of those checks.

Bybee allegedly mailed the checks to himself at the sheriff's office. A forensic analysis of the checks showed that the victim's prints were not on any of them. Bybee's prints, however, were found on one.

Just three days after the fraudulent checks incident, patrol deputies were called to the victim's home. She reported that Bybee entered the home through an unlocked door, wearing dark clothing and blue latex gloves. The victim told deputies that Bybee held her down and forced prescription pills into her mouth.

It was determined that carbon monoxide had filled the home after the internal garage door was left open, and the car was left running.

Sheriff Knight says the investigation revealed that Bybee attempted to kill the victim and make it appear to be suicide.

Whole families in seperate rooms die from carbon monoxide because nobody wakes up.

Bybee told detectives in an interview Jan. 16 that the money was to cover the cost of "boarding" the dog. He admitted he had posted and "rehomed" the Yorkie on Craigslist. The missing dog was located today, and reunited with its owner, the Sheriff's Office reports.

On Jan. 9, detectives intercepted an envelope delivered to the Sheriff's Office at 2071 Ringling Blvd. and discovered four checks made out to Bybee and his three children for $65,000.

Analysts found a fingerprint on the back of a check written to Bybee's youngest son, which was determined to be from the deputy's right index finger, according to the arrest reports.

The deputy has been involved in five Internal Affairs investigations since he was hired Dec. 10, 1998. His last IA investigation was two years ago for violation of department policies.

The IA found Bybee made a false statement to supervisors regarding the time of a television interview and that he was absent from work without approval from a supervisor.

Bybee said administrative actions were politically motivated and he sued Knight, Conley RV Inc. and its owners, claiming he was demoted from detective to patrol deputy because of the incident.

"A political supporter has been vilified in the public eye with truthful information that Frank gave about how his RV was mishandled," Bybee's attorney, Craig Berman, told the Herald-Tribune. "That's why (Knight) came down so hard on Frank."

Bybee sought $15,000 in the civil suit, which remains open, and dates back to September 2014 when his RV was allegedly burglarized and vandalized while awaiting repairs at Conley RV.

He was suspended for 56 hours. The move to patrol deputy was considered a lateral transfer within the Sheriff's Office.

Bybee had a base salary of $66,406 and receives $1,560 annually in salary incentives. He was assigned to the Patrol Bureau, Parks, Community Policing Unit and also to the Criminal Investigations Section.

Not explained is why they "intercepted" an envelope, or upon what authority.

Carbon monoxide is lighter than air. It fills a space from the top down. The chosen staged method of leaving the door open required the car to go long enough to fill the entire house from the top down to granny's unconscious body.

One of the tasks performed by a catalytic converter is to oxidize carbon monoxide to carbon dioxide: 2CO + O2 = 2CO2. This would tend to lengthen the time it takes a modern car exhaust to accomplish the task of filling an entire house.

Maybe Bybee is is just a dirtbag. Maybe the old lady was just royally pissed that he ditched her dog. The stories are a little light on providing credible evidence to demonstrate guilt. It is opinion offered in the manner of factual conclusion.

Example: "Sheriff Knight says the investigation revealed that Bybee attempted to kill the victim and make it appear to be suicide." Presumably, every investigation of everyone tried for a crime revealed that the accused did the deed.
