I think the world would have been a whole lot better if the people who rescued HW Bush in WWII had let his sorry ass drown or be eaten by sharks.

In a word: NO. The Bush family are not the sole architects of our "new" American century. The decline of the Republic has been DECADES in the making, and a bipartisan effort. The Bushes have effectively exploited the current and recent post war climate. The Bush family would not be in power, but someone LIKE them would, because the conditions for the rise to power of a similar dynasty would be a virtual certainty. The Bushes are powerful, corrupt and evil. But there are plenty of others of the same ilk that could have filled their shoes and then some.
So no significant change could have been made by a hypothetical time-traveller. And I daresay he would have had to travel back further in our history to have prevented the situation we have today.
