There will be a lot of business men who have been in the same position as Dump but they are not going to tell you about it. So he takes heavy depreciation allowances on all of the properties he owns. That generates a tax loss. He also probably contributes a lot to his private foundation (where he still controls the money). That generates a big tax loss. Because he's a big player, he can borrow lots of money. The interest on that money is tax deductible, as a cost, but the income it generates is offset by the depreciation allowance. Lots of games that can be played with the tax code.
