The Balkan Wars, part II, will begin in approximately 24 to 48 hours. If after this referendum (which I know nothing about) there's a street protest and someone gets killed, does that qualify as a war starting, even if it takes 2 months for any more violence to occur? Is it a civil war, or a declared war between 2 countries? And we all know that formally declaring war has become such an antiquated, outdated thing to do these days, and not just for the USA. Seems Montenegro joining NATO is a more definite event that can be judged. Maybe most of interpreter's predictions are too fuzzy to pay attention too.
