No, because he thinks the national interest is served by repeating stupid ideas. It is not stupid to propose a wall, a wall of sorts is already being constructed, but to suggest he can arbitrarily demand and enforce his will on another sovereign nation. It is stupid to suggest that the citizens of another nation are all criminals, drug dealers and rapists. It is stupid to conduct talks with a leader of another nation when all you are going to do afterward is antagonise the citizens of that nation. There is no political capital in enforcing existing laws, but he sees political capital in making radical pronouncements

It is supremely stupid to claim that Trump said he could arbitrarily demand and enforce his will on another sovereign nation, in this case Mexico. Mexico needs the U.S. more than the U.S. needs Mexico. The U.S. most certainly build a wall. The U.S. can most certainly deport those eligible for deportation. The U.S. can most certainly implement controls severely limiting the illegal alien's ability to illegally obtain employment. The U.S can most certainly limit, tax, or just stop transfers of money from the U.S. to Mexico. The U.S. can unilaterally shut the border altogether if it chooses. The U.S. can cease trade with Mexico. By proclamation alone, the President has the power to stop the entry of any class of people from entering the country (8 U.S.C. 1182(f)). In short, the U.S. can make paying for the wall the cost of doing business. Pay it or take your business elsewhere. The U.S. can still build the wall, and the cost of building a door would equal the cost of building the wall. Of course, if all trade ceased, all the American companies doing such things as making cars they could no longer ship to the U.S. would probably leave. Mexico could volunteer or not volunteer to pay for the wall. Mexico can be strongly encouraged to pay for the wall. The U.S. can volunteer, or not volunteer, to accept millions of illegal aliens entering from Mexico. It is even more stupid to claim that Trump said the citizens of another nation are all criminals. Criminals, drug dealers and rapists are unlawfully crossing the southern border and committing crimes in the USA. Trump is correct.

Look, you can do anything you want to do, but is it desirable? The US have a trade agreement with mexico which encouraged companies to establish themselves in mexico, if that agreement is torn up, is the US going to compensate those companies? the cost might be more than the cost of the wall. You can destroy the economy of mexico, this is not to your advantage. It just means more poor peasants trying to come north. You can fill your FEMA camps with illegal aliens, and deport them to mexico but when you are finished what have you got? another failed state on your doorstep. You will build a wall and the mexicans will tunnel under it, they already do this. You need a different strategy, isolationism is not going to solve this problem

Mexico could let its economy be destroyed or get its mind right. They are facilitating the flow of illegal aliens from all over South America. We will ask an Israeli how to stop that. You need a different strategy. NAFTA and exporting our jobs, and importing their drugs and criminals does not work. Deporting illegal aliens is not isolationism. If it takes a wall to stop the flood, that is because Mexico is faciltating the flood. Strongly encouraging Mexicans to behave better is not isolationism. Cutting off all benefits and employment for illegal aliens is not isolationism.
You are aware that 10 years ago Congress passed the Secure Fence Act, authorizing the funds to build a wall on our southern border, aren't you? But, as with many of our other laws, it's not being enforced. Mexico has done nothing to stop the illegals from crossing. Actually, they've encouraged and assisted that activity. So yeah, they should pay for the construction.
