He is becoming "Presidential" and I liked his speech because he addressed issues about the nation and NOT some squabble that he is otherwise infamous about. He could have performed this same presidential bearing from day one and I would have given him some sort of acceptance.
With his change in bearing, lets monitor his changes for the next few months; maybe he isn't to be written off.
@33.07 he plans to ask all federal agencies to report themselves for enforcing needless "regulations" that harm businesses. It's ridiculous to expect that they will admit that their jobs are unnecessary and that what they're doing is harmful to the economy.
This is the fox guarding the hen-house. This may increase the squabbling between agencies over funding by providing a convenient platform for finger pointing at the agency down the block, but will do little to identify the problems.
He should be encouraging whistleblowing, but he wants to execute Snowden instead. He's a big government authoritarian at heart, so any meaningful reduction in bureaucratic regulation overall, is unlikely.
