They are located in mass transportation centers all over the USA & Europe. Often, in Europe, there are special locations such as the postoffice that also facilitates the use of publick telephones.
To answer your question, they are on their way out with modern cellular technology.
When I started policing in 1994, there were 11 pay phones in my county within 508 square miles. I know this because my training sergeant would test me and give me a time limit to drive to all of them (when the calls died down) as a way of me knowing my surroundings if my patrol car or portable radio should take a shit. We always prepared for the worst. Anyhow, the point is, by 2000, there was only two left. By 2004, none. I was even tested on knowing their phone numbers (at all times) and what ones you could actually call into. Only a few of them accepted incoming calls.

How did you have room left over on the loose leaf pages of the tiny notebook? Didn't you have every donut shop listed with contact data of the respective managers of the shops so you could radio ahead to get your free chocolate eklair with a kup o' koffee?
There was only two "donut" shops in my jurisdiction. We stayed clear of them (most of us). Too many assholes like you give them a stigma towards officers. I'd pull into a Sunoco gas station 3 times a shift and fill up a 24 ounce coffee, black and without sugar. Dark roast... no donut.

The only person I needed to ask what, where and how I patrol a sector or post I was assigned to... was me. Dip shit.
I authorized every coffee break, every traffic stop, every arrest... EVERYTHING I DID during my tour of duty. I need not ask an asshole like you for permission... or anyone else for that matter.
I served who I was sent to... and between calls I served only those I wanted to. If you lived in my jurisdiction, and you had a reputation for treating cops like shit, I wouldn't serve you unless you lodged a complaint... and KOOK Paultards like you very rarely does.
So if I was cruising your neighborhood, I probably wouldn't check out anything suspicious... like your car door ajar with the dome light on... I'd just let you find your GPS and ashtray change missing in the morning. And trust me, the assholes of every jurisdiction are well known by the cops who patrol it. It's NEVER forgotten. You sleep on the bed you shit in.
