I talked with a Mexican guy who explained it to me. I guess I probably knew this already, but it was good to here somebody on the inside confirm it. It is wealthy Americans who hire illegal immigrants. Oh, it's not just some fat cat at the top calling the shots. It's a conglomeration of a number of different individuals and companies with common interests. They partner together.
They typically subcontract to companies or "hiring consultants" for labor. These contracted personnel are legal Latinos. The Americans make sure that these people are legal. However, they then wash their hands of anything these subcontractors do.
The subcontractors then hire mostly illegals. These jobs don't pay well. It's not much more than minimum wage, and it is hard work. However, it is all cash under the table that the Americans have left for the Latinos to deal with. They claim ignorance about the pay methods.
It's not easy to find these jobs though. They are not advertised, and Latinos don't even want many other Latinos to know about them, as it means a less chance they can keep their work.
The workers have no idea who they are really working for. They are happy with the arrangement, though.
