Russia has rejected a draft UN Security Council resolution on Georgia, saying it contradicted the terms of last week's ceasefire deal.

The draft text called on Russia to pull back its forces to the positions held before the current conflict.

But Russia says the truce allows its troops to stay in a buffer zone on the Georgia side of South Ossetia's border.

Moscow earlier dismissed a Nato warning that normal relations were impossible while its troops remained in Georgia.

The conflict broke out on 7 August when Georgia launched an assault to wrest back control of the Moscow-backed breakaway region of South Ossetia, triggering a counter-offensive by Russian troops who advanced beyond South Ossetia into Georgia's heartland.

Russia's UN ambassador said the French-drafted UN resolution went against the terms of the ceasefire brokered by France's President Nicolas Sarkozy.

Vitaly Churkin said the resolution should incorporate all elements of the six-point peace plan agreed last week.

He also objected to language in the draft reaffirming Georgia's territorial integrity, saying South Ossetia and Abkhazia did not want to be part of Georgia.

Russia can veto UN resolutions and the ambassador told the BBC that putting the text to a vote would be pointless.

He said: "It's a waste of time because the process of the withdrawal of Russian forces will continue."

Following a rebuke from Nato's 26 foreign ministers in Brussels, Moscow accused Nato of bias in favour of the "criminal regime" in the Georgian capital Tbilisi.

US Secretary of State Condoleezza Rice said Russia risked becoming the "outlaw" of the conflict, in an interview with CBS news on the sidelines of the Nato emergency summit.

Russia says President Dmitri Medvedev told President Sarkozy that by Friday, Russian troops would either be sent home, be pulled back to South Ossetia or to a buffer zone along the border.

Russia said it had begun a pullback on Tuesday as it withdrew 11 military vehicles from the Georgian town of Gori.

A Russian officer told reporters invited to watch that the column was heading for South Ossetia and then home to Russia, but Georgia dismissed it all as a show.

BBC correspondents there say there are still several artillery positions and checkpoints in Gori.

And the operators of the Georgian Black Sea port of Poti told the BBC that Russian forces had seized the commercial harbour.

In an apparent goodwill gesture on Tuesday the two sides exchanged prisoners at a checkpoint near Tbilisi, but on the same day Russia paraded captive Georgians on armoured vehicles.

I hope you bear with me, correct me when you see fit, I'm not very good at giving opinions on wars from what the media reports, we aren't there, so we are left to use our own judgment. And I usually have to take the reporting apart, one paragraph at a time to even begin to understand.

From this, it looks like Russia is doing what any other hostile country would do. This takeover of South Ossetia was strategically planned out a very long time ago, you don't just go in on a whim and take part of a country without a plan.

I'm watching our neighbors to the south of our own country, Mexico, do the same. There are those who think Mexico is a nation of ignorant people, maybe some of the people are, their just pawns being used in the governments plans.

It's a shrewed move when you move millions of your people into another country over a few decades, then make your move to take it back. The people you have placed in the other are their future soldiers when it is time to declare the land they sit...their own!

G.W. Bush is crowing hen, bluffing his way from country to country. He may be able to attack the smaller countries that pose no threat the US, but his attempt to scare the big boys is laughable, they will call his bluff, and we will suffer for his arrogance.

It won't be very much longer now before America will be in the same boat, we're losing parts of our own country as we speak, from millions of foreigners with NO loyalty to this country. They, and even their own government, have been stratigically placed in our states, they will eventually sucede these states, declare them Mexico territory.

Bush has lost our nation any credibility it may have had. I can't think of a country today that would take anything he has to say, seriously. He's bullied and bs'd his way through this mess on lies, lost us our sons and daughters, promised to sacrifice many more generations, and all for profit.

There's nothing we can do to help other's who need our help, we can't even help our own, right here at home. America was once the smartest country on the face of the earth, it knew the enemy when it saw them. Today we welcome our enemy into our homes with open arms, believing anything they say. Americans won't know the enemy till they, and their loved ones are sitting in pow camps, right here on their own, once sovereign soil! jmho!

Actually I think a lot of this balkanization and warfare can be blamed on the old Soviet Union. The Communists had a policy of "deportation" in which Russians were purposely planted in the Non Russian Soviet republics and Non Russians were planted in Russia. Other Communist nations like Yougoslavia followed this same "deportation" practice and paid for it with warfare and "ethnic cleansing" when their communist governments collapsed.
