In the past few months there has been a steady decline in Clinton’s voice and the steadiness in his hands.
Look at the poor guy now. He’s completely feeble.
During a speech by Mark Kelly in Arizona, Clinton stood behind him, chewing his tongue, glazed eyes, and really not knowing where the applause lines were.

It traces back to him having that heart procedure. As I recall, it was a Labor Day weekend and all the top surgeons were out of town, as they generally are. But they went ahead with the surgery anyway using the junior varsity surgeons. The rumors are that Xlinton was kept on the heart-lung machine too long and, since any use of those machines causes at least some brain damage, that Xlinton suffered some significant and noticeable brain damage because the procedure dragged on for quite a while. At the time, no one could understand why they rushed him into surgery as he was fully stabilized and could have waited for NYC's top surgeons to get back from their upstate estates and Martha's Vineyard.
