Before 2000 he was part of a team of lawyers advising Bush . He was not a big time policy advisor or campaign strategist . He worked in the Bush adm until 2003 . As the the director of the Office of Policy Planning at the FTC,he proposed an ambitious agenda that featured efforts to roll back regulations . Rolling back regulations has been a perennial promise of GOP presidential candidates for years . Every Republican presidential hopeful says he’ll cut red tape; very few make it a top priority once they’re in office.Cruz attempted just that ...probably one of the few in the Bush adm that made the attempt . He was out of there before the end of the 1st Bush term.

As Solicitor General of Texas he took on the Bush adm in court frequently . He campaigned as an anti-establishment tea party candidate and he spent his time in the Senate taking on the Republican ,Democrat elites and the emperor .

His efforts as a consistent conservative in public life has spanned 16 years . That means he's been a consistent conservative for 15 more years than Trump . Trump is a newbie to both the conservative movement ,and to the idea of being anti-establishment . He funded to establishment for most of his adult life.
